1. Introduction

The National Institutes of Health (NIH) USA and the São Paulo Research Foundation (FAPESP), Brazil have signed a MoU to encourage collaborative international research between investigators in the USA and in the State of São Paulo, Brazil.

Under the referred MoU, as an action to promote such collaboration, FAPESP announces this Call for Proposals inviting researchers associated to Higher Education and Research Organizations in the State of São Paulo to submit research proposals.

This Call for Proposals is issued in coordination with the Notice of Information from the NIH: Parallel Funding Initiative for Collaborative Research Between Investigators in the USA and in the State of São Paulo, Brazil (http://grants.nih.gov/grants/guide/notice-files/NOT-TW-16-001.html).

Applications must be collaborations between researchers in the USA and in the State of São Paulo, Brazil.

FAPESP and NIH intend to jointly support successful proposals that will be presented to NIH as R01 (NIH) grant requests. The two funding agencies intend to jointly support successful R01 (NIH) applications (http://grants.nih.gov/grants/guide/pa-files/PA-13-302.html) to the NIH that fall within research areas of mutual interest, including single disciplinary and cross-disciplinary approaches and topics.

Proposals will be handled by FAPESP following the norms and regulations for Thematic Grants (www.fapesp.br/176) except when explicitly specified in these guidelines.

2. Research Themes

2.1. The areas of interest include the mission areas of the participating NIH Institutes and Centers (ICs), named below (Item 8). Descriptions of their areas of interest are available on the website links, provided below.

2.2. Any application falling outside these areas will undergo the standard review process at NIH but will not be eligible for parallel funding.

2.3. Enquiries about the suitability of proposed projects for each IC can be directed to the Point of Contact (POC) at each participating IC, as listed in the Notice of Information.

2.4. Only applications to the NIH parent R01 (PA-13-302) in which the PI from São Paulo, Brazil, fulfills the FAPESP requirements for Thematic Grants will be considered for this opportunity at this time (see item 3.2 below).

3. Instructions to Applicants:

3.1 Eligibility criteria

3.1.1 Applications eligible for parallel funding under this initiative must include at least one Principal Investigator (PI) from an institution in the State of São Paulo who is eligible for submission of FAPESP’s Thematic Projects (item 3.3 and 11.1 (c), available at www.fapesp.br/176) and one Principal Investigator (PI) from the US who is eligible for Funding by NIH.

3.1.2 At NIH, the Multiple PI (MPI) mechanism should be used. Any MPI may submit the application as the contact PI. If the application is chosen for parallel support, the US PI and their institution will become the contact PI for NIH, and the São Paulo PI will become the contact PI for FAPESP. There may also be other collaborators from anywhere in the world.

3.2 Submission of proposals

3.2.1 Applicants should send a summary of the proposed project (such as the abstract for the NIH application) to FAPESP, for the e-mail chamada_nih@fapesp.br, and obtain a letter from FAPESP declaring their eligibility at least four weeks prior to submission of the application to NIH .

3.2.2 The application for the NIH must include information that the PI from the State of São Paulo was considered eligible by FAPESP. Proposals not accompanied by such information will not be recognized by FAPESP for joint funding.

3.2.3 Applicants should indicate their interest in being considered for this opportunity:

(i) by writing "We would like this application to be considered under the NIH-FAPESP Funding Initiative and

(ii) including the “Letter of Eligibility” obtained from FAPESP.

3.2.4 Applicants should follow normal guidance for an NIH application, including rules regarding foreign applications or applications with foreign components.

4. Funding

For each approved research project, NIH will assume the funding of researchers from the USA and FAPESP will assume the funding of the research teams from São Paulo State, Brazil.

4.1 This will be done in all cases according to the corresponding national rules, regulations and budget availability.

4.2 In the budget, all costs for research activities and personnel involving the laboratories in the U.S. and in the State of São Paulo should be clearly separated in an independent budget table. Each budget component requested to FAPESP must have an associated independent budget justification.

4.3 The proposal submitted for the NIH (R01) will be filed by FAPESP as a Thematic Project. (FAPESP might require additional documents from the PI in São Paulo.)

4.4 Proposal budgets submitted to NIH and FAPESP do not have to request equal funding from each agency; each proposal should have a budget that reflects the participation of scientists from each region. It is envisaged that applications will be for a balanced partnership, not specifically in monetary terms but with equivalent research commitment and efforts from both sides. The only requirement is that the funding rules of each agency must be followed.

5. Review of applications

5.1 Processing of the application at NIH will follow standard NIH receipt and referral guidelines and review. If the application is referred to one of the participating NIH ICs, it will be considered for parallel support just prior to award. The application will only undergo review at the NIH.

5.2 The PI from the State of São Paulo will be asked, at the appropriate moment by the POC, to forward their NIH summary statement, full application (same core) and additional documents required to FAPESP following peer review, within one week of receiving their summary statement, if they wish to be further considered for parallel support.

5.3 Applicants will be notified per normal NIH procedure whether they are being considered for an NIH award and the administering NIH IC will indicate whether the award will be funded in parallel by FAPESP.

6. Timeline

Proposals must be submitted in accordance with standard NIH receipt dates and procedures. Applicants from the State of São Paulo that meet the described in item 5.2 above, will be notified by FAPESP to submit a proposal for Research Grant - Thematic Project - using a SAGe platform.
