Announcing the FIRST CALL FOR PROPOSALS

Under the framework of the agreement signed between the São Paulo Research Foundation (FAPESP), and the National Research Council of Canada (NRC), the parties agree to promote and facilitate bilateral research and innovation projects between companies from the State of São Paulo, the Federative Republic of Brazil and from Canada. Industrial Research and Development Projects should demonstrate the technological and mutually beneficial contribution of the participants from both countries as well as address specific market needs or challenges and demonstrate high industrial relevance and commercial potential.

1. Eligibility

Proposals must be collaboratively prepared and submitted by companies in Canada and in the State of São Paulo, Brazil, according to the following eligibility criteria:

a) Canada:

  • Be incorporated, profit-oriented small and medium-sized enterprise (SME), with 500 or fewer full-time equivalent employees, incorporated in Canada;

  • Be ready to collaborate with the Sao Paulo partner on an industrial R&D project;

  • Be intended to grow and generate profits through the development and commercialization of innovative, technology-driven, new or improved products, services, or processes.

b) São Paulo, Brazil:

  • Researchers associated to a small business (less than 250 employees) established in the State of Sao Paulo.

  • Be ready to collaborate with the Canadian partner on an industrial R&D project;

Proposals submitted to FAPESP must follow the rules of FAPESP’s Small Business Innovative Research (PIPE), except if explicitly indicated in this CFP

2. Common Requirements

The joint R&D project should aim at the development of products/processes leading to commercialization in the global market or in Brazil. Additionally, the proposals must demonstrate all of the following requirements:

a) The products/processes to be developed must be highly innovative and with significant commercial potential.

b) The partners in Canada and in São Paulo, Brazil, must agree in advance on an IP rights agreement and on a commercialization strategy for the product or process.

c) The partners in Canada and in São Paulo, Brazil, must be capable of implementing the project and funding their respective share.

d) The project should demonstrate the scientific and technological contribution of the participants from both countries.

e) The project must demonstrate adequate balance among the participants and significance to both partners.

3. Funding Value and Matching Funds

Selected R&D projects will be eligible to receive funding from the Government of Canada’s Canadian International Innovation Program (CIIP) and FAPESP in the State of Sao Paulo. CIIP is managed in Canada by Global Affairs Canada in partnership with the National Research Council of Canada Industrial Research Assistance Program (NRC-IRAP).

Funds will be provided in accordance with the national laws, rules, regulations and procedures established by each organization, and/or each jurisdiction/country. Although the individual type and value of individual contributions allocated to a R&D project may vary, one country cannot represent more than 70% of the total project budget..

FAPESP and NRC-IRAP will jointly select up to 10 proposals, according to the norms, conditions and funding limits of each of the Parties, as presented at item 3.1 to FAPESP and item 3.2 to NRC-IRAP.

3.1 Funding for R&D Project Participants in the State of Sao Paulo

a) FAPESP will fund projects under the terms, conditions and funding limits of the FAPESP’s Small Business Innovative Research– Phase 2 in the State of Sao Paulo.

b) Funding to be granted is for Principal Investigators associated to Small Businesses.

c) Under this call, FAPESP will not fund fellowships for the Principal Investigator and Co-Principal Investigators.

3.2 Funding for R&D Project Participants in Canada

a) Canada will fund projects under the terms, conditions and funding limits of CIIP.

b) Canadian SMEs may receive up to 50% of their part of eligible project costs through NRC-IRAP.

4. Submission of proposals

a) The bilateral cooperation form must be signed by the partners from São Paulo, Brazil and from Canada and submitted to FAPESP and NRC-IRAP (within the deadline of the Call) .

b) Applicants from Canada must register no later than October 6, 2017 by submitting the Company Profile Document (available from your NRC-IRAP Lead ITA). Please email the completed document to Andrew.Bauder@nrc-cnrc.gc.ca and c/c your IRAP Lead ITA. If not already an NRC-IRAP client, applicants should contact the NRC-IRAP office (1-877-994-4727) to get a Lead ITA assigned. The bilateral cooperation form will be provided upon determination of client eligibility per CIIP guidelines based upon the information provided in the Company Profile Document. Registration will also facilitate matchmaking and partnership development with Brazilian companies in advance of the application submission.

c) Applicants from the State of Sao Paulo are required to submit a proposal containing the items described at the SAGe System, according to the instructions of Annex I

The list of documents that must be submitted is available at the SAGE System. The proposal must be submitted in English.

5. Evaluation and selection of the projects

a) FAPESP in São Paulo and NRC-IRAP in Canada will carry out independent evaluations of each joint R&D proposal in accordance with their National/Institutional Laws and Regulations.

b) A proposal will be considered selected under this agreement if both FAPESP and NRC-IRAP jointly decide to approve it.

6. Publication of the Results

The partners from São Paulo, Brazil, and from Canada whose proposals have been selected will be informed of the result and the amount of funding by their respective implementing organization.

Annex I – Specific Instructions for SAGe System (Guidelines for SAGe submission)

1. Principle Investigator must be registered in the SAGe system:

(I) Researchers who do not have a SAGe registration should initially do so by accessing the SAGe page at www.fapesp.br/sage, clicking on “Sem cadastro?” and fill in the requested data. It is not enough to just register as a user, it is necessary to complete the cadastral data;

(II) Researchers from the State of São Paulo, already registered, must log in to SAGe with the usual identification and password to access the system homepage.

2. On the home page, select from the menu options "Acesso rápido – Atividades do Pesquisador", the link “Nova Proposta Inicial”.

3. In the Current Calls section, select and click the link for this Call for proposals.

4. The system will display the menu "Incluir proposta" on the following page to confirm the selected Call.

5. Click the “Incluir” button to start preparing your proposal.

6. Include the requested data in all the tabs, including the list of documents to be attached.

7. Attention to the obligation to fill all items marked with "*". You must submit the project at the end of the form. Saved project does not mean submitted project.

8. If you have any doubts, you can use the Manuals link on the SAGe home page and, in the Manuals page, search for explanations in the Manuais de Apoio aos Pesquisadores.

9. IMPORTANT: It is strongly recommended to periodically check the pending proposals using the "Validar" option. This can be repeatedly as the proposal is built, allowing the necessary arrangements for submission to be made in time. When selecting the option "Validar", the SAGe system will present the impediments pending to submit the proposal considering the items that were already inserted. In case of doubts about the use of SAGE system, in addition to the Manuals, FAPESP also provides assistance at the Information Sector (11 3838-4000).

Attention: Since 01/11/2016, for proposal submission, it is mandatory to attach a scanned copy of the identification document to the SAGe register. (Access menu "Meus dados> Alteração de Cadastro" and attach the requested document in the "Documento de Identificação" in the section “Identificação”). This obligation applies to all beneficiaries and PI’s of fellowships and grants.
