September 2013

The São Paulo Research Foundation and Microsoft Research make public this Call for Research Proposals and invite researchers associated to Higher Education or Research Institutions, public or private, in the State of São Paulo, to present research proposals within the scope of the Agreement between FAPESP and Microsoft Corporation, according to the specifications described below.

1 - Background

There are multiple scientific and technological challenges respect to advancing Information and Communication Technologies (ICT) research in the State of São Paulo, for application to big data challenges in the understanding of Global Climate Change, Environmental Sciences, as well as Urban Computing that can leverage the power of the cloud. With this Call for Research Proposals, Microsoft Research and FAPESP will support academic research and have a keen interest in interdisciplinary approaches to the research issues previously mentioned. The academic research proposals must aim to advance the knowledge of technologies related to ICT challenges and its application to promote solutions to the research areas here contemplated, and not to develop routine applications using well-known technologies.

Expected outcomes of research projects would include, but not be limited to, academic peer-reviewed publications, web sites with resources for the academic community, proof-of-concept projects that utilize advances in ICT, tools and services for researchers and scientists, cloud based solutions and presentation of findings at academic conferences.

Projects will be reviewed specifically for the merit of the following items:

1) Bold scientific objectives, sound methodology and goals.

2) Focus on relevant knowledge and technology advancements, taking into account the technology issues described in the points below, which will address significant challenges in Global Climate Change, Environmental Sciences as well as Urban Computing involving large datasets. It must be emphasized that creativity and novel approaches are strongly encouraged.

2 - Objectives

The objective of this Call for Research Proposals is to explore the application of Computing Science to the challenges of basic research in areas related to big data challenges in the context of Global Climate Change, Environmental Sciences, as well as Urban Computing that leverage the power of the cloud. It is universally acknowledged by the research community that ICT tools and instruments can be applied beyond their traditional platform, so researchers can investigate fundamental research issues that have the power to benefit the society and the planet’s sustainability.

As part of this process, this Call for Research Proposals is mainly interested in solutions that focus on:

a) Big data. Big data usually includes data sets with sizes beyond the ability of commonly used software tools to capture, organize, manage, and process the data within a tolerable timeframe. We are particularly interested in problems in Global Climate Change as well as Environmental Sciences that deal with large datasets.

  1. Technology and approaches for scientific data capture, organization, sharing and processing.
  2. Advancing and applying machine learning for scientific discovery.
  3. Increasing understanding by visualization.

b) Cloud computing. Cloud computing refers to different types of computing concepts that involve a large computing infrastructure connected through a communication network such as the Internet. In science, cloud computing usually means a distributed computing platform that runs over a computer network. Cloud computing depends on sharing of resources and are usually not only shared by multiple users, but are dynamically re-allocated per demand. The cloud is key to unlocking the impact big data can have on society at large.

c) Interaction between big data and cloud computing. Global Climate Change as well as Environmental Sciences deal with a growing volume of data that represent an increasing complexity to problems faced today. On the other hand, powerful computing technologies can now take massive amounts of data, combine them using cloud computing and use advanced machine-learning, data analytics to gain new insights and knowledge. The possibility of using cloud computing to process large datasets in Environmental Sciences will lead to important scientific advancements in these areas.

For this, submissions may consider the use of technologies from Microsoft Research that are already available for helping to accelerate scientific discovery. For example:

d) Urban Computing. Urban computing is a process of acquisition, integration, and analysis of big and heterogeneous data generated by a diversity of sources in urban spaces, such as sensors, devices, vehicles, buildings, and human, to tackle the major issues that cities face. Urban computing is a process of acquisition, integration, and analysis of big and heterogeneous data generated by a diversity of sources in urban spaces, such as sensors, devices, vehicles, buildings, and human, to tackle the major issues that cities face, e.g. air pollution, increased energy consumption and traffic congestion. Urban computing connects unobtrusive and ubiquitous sensing technologies, advanced data management and analytics models, and novel visualization methods, to create win-win solutions that improve urban environment, human life quality, and city operation systems.
