1. Introduction

Under the framework of the agreement signed between the São Paulo Research Foundation (FAPESP), and Innovation Fund Denmark (IFD), the parties agree to promote and facilitate bilateral research and innovation projects between companies and research institutions from the State of São Paulo, Brazil and from Denmark.

The proposals must be prepared jointly by Brazilian and Danish researchers and business partners.

In the State of São Paulo, Brazil, eligible applicants are researchers who comply with the FAPESP´s Research Partnership for Technological Innovation Program (PITE) eligibility criteria (en/11829).

In Denmark, the call is open for any Danish proposers who comply with the IFD criteria for eligibility as stated in Guidelines for International Programs.

The project must be written jointly by Brazilian and Danish researchers and business partners in a joint application form and must reflect unison close cooperation. It is expected that research activities of importance to the project are being conducted on both sides and that the project volume and the intellectual contribution is evenly balanced between Brazilian and Danish researchers business partners.

2. Purpose

For both regions, it is of major importance to provide solutions within the described fields, building on common efforts and strengths. The aim of this call is that the funded projects deliver considerable and tangible results at the end of the project period, based on the collaboration between the researchers and companies, which will contribute to growth, societal impact and workplaces to both countries. This call defines the terms and conditions for the submission of joint proposals.

3. Research topics

This call invites joint research and innovation proposals within the following topics:

i. Industrial process water – aiming at zero-use;

ii. Handling and optimization of water supply, waste water;

iii. Circular economy;

iv. Digital Health, preventive care, Artificial Intelligence (AI) (Use of Big Data for Healthcare Management);

v. Smarter Cities;

vi. Renewable Energy;

vii. Precision Farming;

viii. FinTech (Financial Technology);

ix. Reduction of Emission, including agricultural emission.

4. Eligibility

Proposals must be collaboratively prepared and submitted by researchers affiliated with public or private higher education and research institutions in São Paulo State (Principal Investigators from São Paulo State) and researchers from Denmark (Principal Investigators from Denmark) in partnerships with researchers employed by companies located in Brazil or abroad, according to the following eligibility criteria:

4.1 Denmark: In order to be considered for IFD’s assessment according to the criteria specified later in this document, the following requirements must meet the conditions as described in the General terms and Conditions for International projects as described. See here.

4.1.1 There must be a company associated to the proposal committed to funding at least 50% of the Danish side of the costs.

4.2 São Paulo, Brazil : applicants in the State of São Paulo must meet the conditions and restrictions of the FAPESP´s Research Partnership for Technological Innovation Program (PITE), as described at www.fapesp.br/pite;

4.2.1 There must be a company associated to the proposal, committed to funding at least 50% of the Brazil side costs.

4.3 Common conditions

The call aim for strengthening academic – industrial collaboration, thus project partners must involve a research institution and a private enterprise from each country.

5. Funding principles and project duration

Selected research projects will be eligible to receive funding from IFD in Denmark and from FAPESP in the State of São Paulo.

5.1 FAPESP and the IFD expect to jointly fund maximum four projects with a total amount (sum of costs charged to FAPESP and the IFD) of up to €2.600.000, 00 (Two million and six hundred thousand Euros) for all projects. Max funding per project to Brazilian and Danish partners €650.000, 00 (Six hundred and fifty thousand Euros). Requested funding may cover research and travel expenses (for example, payroll expenses, research training, equipment, travel costs, living allowances and insurance costs) according to each institution’s guidelines. The total budget of the projects should be balanced between Danish and Brazilian Partners;

5.2 The duration of project funded under this call is 36 (thirty-six) months;

5.3 FAPESP will fund projects under the terms, conditions and funding limits of the FAPESP Program for Research Partnerships for Technological Innovation (PITE). Max funding per project from FAPESP up to €325.000, 00 (Three hundred, twenty five thousand Euros).

5.4 IFD will fund projects under the terms; conditions described in General Terms and Conditions for International Projects. Max funding per project to Danish partners up to €325.000, 00 (Three hundred, twenty five thousand Euros).

5.5 FAPESP and the IFD will jointly support up to four research projects under this call.

6. Specific requirements

6.1 Specific requirements to FAPESP submission:

The proposals will be processed at FAPESP according to the rules and instructions for the PITE Program (en/11829). In addition to the usual documents required in the SAGe system, the PI from State of São Paulo must present:

i. A summary of the Principal Investigators’ CV from Denmark with a maximum of four pages (Sumula Curricular – FAPESP template);

ii. A common budget (in Reais) with funding requests to FAPESP and IFD.

6.2 Specific requirements to IFD submission:

Proposals must be submitted to the IFD via e-grant following the guidelines below:

i. All Danish applicants must use the same application form, which is accessible via IFDs e-grant system.

ii. A summary of the Principal Investigators’ CV (both the Danish and the Brazilian Principal Investigators) with a maximum of two pages;

iii. A common budget (in Euro) with funding requests to IFD & FAPESP (see the template in the application form).

No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted unless those explicitly and formally requested by FAPESP or the IFD.

Applications using other templates than the application form provided by e-grant or submitted by any other means other than the e-grant system in Denmark will not be accepted.

The applicants are encouraged to provide a thorough description of the mentioned bilateral aspects.

7. Submission of proposals

The same project with joint work packages and milestones must be described in IFD and FAPESP application forms, beside any specifics requests from each agency.

7.1 Applicants from Denmark : proposals must be submitted to the IFD via e-grant. All applicants must use the same application form, which is accessible from the Danish e-grant system. The application form must be submitted in English and cover both the Danish and the Brazilian part and budget of the project. The principal investigator in Denmark must be registered in the SAGe system.

7.2 Applicants from the State of São Paulo : are required to submit a proposal containing the items described at the SAGe system. The list of documents that must be submitted is available at the SAGe system. The project must be submitted in English.

Attention to the obligation to fill all items marked with “*”. You must submit the proposal at the end of the form. Saved proposal does not mean submitted proposal.

If you have any doubts, you can use the Manuals link on the SAGe home page and, in the Manuals page, search for explanations in the “Manuais de Apoio aos Pesquisadores”. IMPORTANT: It is strongly recommended to periodically check the pending proposals using the “Validar” option. This can be repeatedly as the proposal is built, allowing the necessary arrangements for submission to be made in time. When selecting the option “Validar”, the SAGe system will present the impediments pending to submit the proposal considering the items that were already inserted. In case of doubts about the use of SAGe system, in addition to the Manuals, FAPESP also provides assistance at the Information Division (11 3838-4000).

No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted unless those explicitly and formally requested by FAPESP or the IFD. Proposals submitted by any other means other than the e-grant system in Denmark and SAGe system in São Paulo will not be accepted.

8. Assessment criteria, evaluation and selection

FAPESP and the IFD will select the proposals according to their respective institutional procedures and assessment criteria.

8.1 IFDs assessment criteria and evaluation methodology

IFD assess all applications on the basis on four main criteria:

1. State-of-the-art quality of the suggested solution or technology

2. The quality of the Consortia partners in regards to the project

3. Implementation of the projects work and results

4. Commercialisation strategy

IFD use a multiple approach when evaluating the quality of the applications. The work includes an internal assessment by IFDs Scientific Officers, external expert’s assessments and an interview with the best qualified projects.

8.2 FAPESPs assessment criteria and evaluation methodology

FAPESP will select the proposals according to their respective institutional procedures and assessment criteria as described at en/11829 – item 12.

8.3 Common assessments criteria and evaluation synchronization

As additional to the national assessments criteria, bilateral assessment criteria emphasis will be put on the following:

• The potential impact of the research and the quality of the research;

• Added value and synergies achieved through the joint cooperative research and innovation project;

• Integration of the bilateral research and innovation project (one project not two parallel projects);

• Participation of relevant private enterprises and/or public partners other than the main applicants;

• Commercial and/or societal impact in both countries.

IFD and FAPESP will prioritize proposals that, after joint analysis, have great potential to provide the best solutions for both Denmark and the State of São Paulo / Brazil. The applicants are encouraged to provide a thorough description of the mentioned bilateral aspects.

Only proposals selected by both sides will be funded jointly. The final selection is to be decided by a joint committee with representatives from both FAPESP and the IFD.

9. Publication of the Results

The partners from São Paulo, Brazil, and from Denmark whose proposals have been selected will be informed of the result and the amount of funding by their respective implementing organization.

10. Timeline

- The call is announced on the 21. November, 2019 at the websites of FAPESP and the IFD;

- The closing date for the call (deadline for the submission of Proposal) is 02. March 2020 (both Danish and SP state PIs);

- The Principal Investigators of the selected proposals in Denmark will be notified directly by the IFD on the 19. June 2020 and, at the same time, a list will be made public at the FAPESP website and individual communications to the Principal Investigators in São Paulo will be issued;

- The funded project/projects are expected to start in middle of 2020.

By the end of the project, no later than 2023, the final report including a common evaluation of the project is to be submitted to both FAPESP and the IFD.
