Guidance to researchers based in the State of São Paulo

Under the cooperation agreement between FAPESP and the Swiss National Science Foundation (SNSF), researchers from the state of São Paulo and researchers from Switzerland can submit collaborative research projects to both agencies.

As of October 1st, FAPESP, Lead Agency of this round, will conduct the merit analysis process for proposals received by March 31, 2024, on behalf of both institutions.

Depending on the criteria of the chosen support opportunity. Consultation of eligibility to FAPESP is mandatory.

1. Fields of Knowledge

1.1 Proposals for joint scientific cooperation can be submitted in all scientific areas.

2. Financing

2.1 FAPESP will fund the research team from the state of São Paulo. Funding and eligible costs must follow FAPESP norms related to the chosen support opportunity (Regular Grant or Thematic Project Grant), with the exceptionalities described in item 3.1.

2.2 SNSF will fund the research team based in Switzerland, according to their own funding rules. Researchers from a third State or country can be included in the proposal as partners of the research project, with the costs covered by it or by SNSF. No more than 20% of the SNSF budget can be requested for the research costs of the third country partner. Additional resources for these participants should have other sources of funding.

2.3 Applicants do not need to apply for the same level of funding in both agencies. The difference in values ​​should reflect the items covered by each agency and local prices. Proposals should show a balanced partnership not specifically in monetary terms, but equivalent research effort.

3. FAPESP Support Opportunity

3.1 Funding of FAPESP will be through the Regular or Thematic Project Grant and follow strictly all the rules on the support opportunity chosen by the applicant, except for the following considerations:

a) Regular Grant (fapesp.br/apr):

Duration: Up to 48 months, stipulated a maximum budget of up to R$ 150 thousand per year (this value includes all overhead costs) plus a post-doc scholarship.

b) Thematic Project Grant (fapesp.br/tematico):

Duration: 48 months.

4. Eligibility for submission of proposals

4.1 The principal investigator from the state of São Paulo must consult FAPESP to obtain a FAPESP Eligibility Letter that will be attached to the proposal at the time of submission. SNSF will only accept proposals from Swiss researchers deemed eligible by its criteria.

4.2 Eligibility queries must be sent to chamada-snsf@fapesp.br, containing the following information:

a. Curricular Summary of the Principal Investigator from the State of São Paulo (as described in fapesp.br/sumula).

b. Intended FAPESP support opportunity (Regular or Thematic Project Grant)

i. Researchers from the State of São Paulo who are already Principal Investigator for a Regular Research Grant must include a justification for the concomitance of the projects.

c. Duration of the proposal (Thematic Grants have the fixed duration of 48 months).

d. Name and Institution of the Swiss Researcher Partner.

e. Title of the proposal to be submitted.

f. Estimated total budget.

4.3 Eligibility queries will be answered within a period of up to 14 working days upon receipt of the e-mail.

4.4 FAPESP will not reply to eligibility queries from the Swiss researcher.

5. How to draft the research proposal

5.1 The proposal must contain a research project (Case for Support) jointly written and conceived by the researchers from Switzerland and from the State of São Paulo. This document must be submitted to both FAPESP and SNSF.

5.1.1 The research project must have a clear and objective description of the planned collaboration (distribution of tasks and implementation methods), as well as the expected gain from the collaboration.

5.1.2 The research project must be written in English and follow the guidance of FAPESP regarding the format and number of pages.

6. How to apply to FAPESP

6.1 The joint proposal must be submitted by the Principal Investigator of the State of São Paulo via SAGe and by the research partner in Switzerland via mySNF. The research partner in Switzerland must also create a SAGe login.

6.1.1 The Researcher from the state of São Paulo must login and select New Proposal > + Other funding lines> SNSF – Swiss National Science Foundation (…).

6.2. All researchers of the team (including the partner abroad) must be registered in the SAGe system and confirm their participation in the proposal. We recommend to do so well in advance of the submission deadline.

6.2.1 Researchers who do not have a SAGe registration must initially do so by accessing the SAGe page at www.fapesp.br/sage, clicking No registration? and filling in the requested data. It is not enough to just register as a user, it is necessary to complete the registration data.

6.2.2 Researchers already registered must login to SAGe with their usual identification and password to access the system.

6.3 When submitting the proposal, pay attention to the mandatory completion of all items marked with *. The proposal must be submitted at the end. A saved proposal does not mean that it is a submitted proposal.

6.4 In case of doubts, on the SAGe home page there is a link to the Manuals that can be used and, on the Manuals page, seek clarifications in the list Manuals de Apoio ao Pesquisadores.

IMPORTANT: It is strongly recommended to complete and submit the proposal in the system well in advance and that the researcher periodically checks the pending proposals using the "Validate" option in SAGe. This can be done repeatedly as the proposal is constructed, allowing all necessary changes for submission to be made on time. When selecting the “Validate” option, the SAGe system will present the pending issues that impede the submission of the proposal considering the items that were inserted. In case of doubts about the use of SAGe, in addition to the Manuals, FAPESP also provides assistance through the Converse with FAPESP service at converse.

7. How to apply to SNSF

7.1 The Swiss PI must submit via mySNF, following the guidelines published at: São Paulo (snf.ch).

8. Analysis and Selection

8.1 In the context of the partnership between FAPESP and SNSF, the foundations will act as “Lead Agency” alternately. The lead agency will conduct the merit review process on behalf of both institutions. Ad hoc reviewers appointed by both institutions will participate in the entire process of deliberation and peer review.

8.2 FAPESP will act as the lead agency from October 2023 to September 2024. During this period FAPESP sets the deadline for the submission of proposals on March 31, 2024.

8.3 SNSF will act as the leading agency from October 2024.

8.4 Requests for reconsideration or new analysis of proposals already denied (after classification) will not be allowed, even if reformulated
