FAPESP and the German Academic Exchange Service (DAAD) signed a Cooperation Agreement for Research on November 21st, 2018 and create the PROPASP aiming to implement scientific and technological cooperation between researchers from Germany and from the State of São Paulo, Brazil, through the funding of joint research projects.

Under the referred Agreement, FAPESP and DAAD make public the first Call for Proposals for the exchange of faculty, postdoctoral researchers, master (in the case of DAAD) and PhD students under the terms and conditions hereinafter set forth.

1. Eligibility criteria

1.1. For DAAD: Eligible to apply are German universities, universities of applied sciences and non-university research facilities situated in Germany. The proposal must be submitted by the German project leader and the team must include young academics. Graduates, doctoral candidates, doctorate holders, professors, lecturers can be part of the German research team.

a) Principal Investigators named on the project and associated researchers, including post-doctoral fellows, master and PhD students directly involved in the proposed research activity are eligible to be involved in exchange activities named in the project.

1.2. For FAPESP: Eligible to apply within the scope of this Call are researchers from the State of São Paulo who are currently in receipt of a FAPESP grant within the following support opportunities: Regular Research Grant (APR; except mobility grants), Thematic Project, Young Investigator Grant, Initial Projects (Pi), Generation Project, Research, Innovation and Dissemination Centers (CEPID), Engineering/Applied Research Centers (CPE/CPA), Public Education Research Program, Research in Public Policies Program (PPPP), and Research Partnership for Technological Innovation Program (PITE). Co-Principal Investigators of ongoing Thematic Project, CEPID, CPE/CPA and PITE are also eligible to apply.

a) At submission time, the ongoing the research grant linked to this proposal must have its duration at least up to the scheduled date for the results to be published, 21st November, 2024.

b) FAPESP may accept proposals submitted to this Call linked to research proposals that are still undergoing merit review. However, if the research proposal is still under analysis or has not been approved by the time the proposals in this Call are selected, the related mobility proposal will be cancelled.

c) For the exchange activities within the scope of this Call, are eligible the team members of the related ongoing research award who are currently defined as:

(i) Principal or Co-Principal Investigators;

(ii) Associated Researchers affiliated to Higher Education and Research Institutions in the State of São Paulo;

(iii) Post-doctoral, Doctoral or Direct Doctoral fellows that must have an ongoing FAPESP fellowship during the planned exchange mission;

(iv) Post-doctoral, Doctoral or Direct Doctoral Fellows funded by another source may participate only if supervised by the PI or Co-PI of the ongoing research project and with demonstration of an excellent academic record.

PARTICIPANTS MUST BE FORMALLY DESCRIBED AS MEMBERS OF THE ONGOING RESEARCH PROJECT .

2. Fields of knowledge

This Call for Proposals invites research proposals in all fields of knowledge.

3. Duration of the project for the exchange of researchers

Each project will be supported for up to 2 (two) initial years with the possibility to prolong the financing for up to 2 (two) more years by submitting a complementary proposal through a new Call to be timely issued by FAPESP and DAAD – resulting in a potential total funding period of maximum 4 (four) years.

5. Funding principles

5.1. FAPESP will provide funding of up to a maximum of €18.000,00 per proposal per year and DAAD will provide funding of up to €18.000,00 per proposal per year for the duration of the grant to cover research-related mobility expenses. Provisions of Clause 4 of Annex 1 to the Research Cooperation Agreement established by the Parties (www.fapesp.br/en/5397) are applicable.

5.2. The duration of research stays for academics and post-docs is up to 30 days and up to 50 days for master (in the case of DAAD) and PhD students.

5.3. FAPESP will provide the selected proposals with funds for travel (economy class air tickets - www.fapesp.br/5835, item 3.4.1), travel insurance (www.fapesp.br/2921), and living allowances (www.fapesp.br/16590) for researchers from the State of São Paulo that will visit Germany.

a) Daily allowances are ruled by Portaria PR nº 35/2020 (www.fapesp.br/14018). When the period of the abroad stay is less than 30 days, a maximum of 10 per diems can be used for researchers and a maximum of 7 per diems for scholarship holders and other team members. The monthly rate can only be applied (according to FAPESP´s current tables for BPE - www.fapesp.br/15942 and BEPE - www.fapesp.br/15939) if the abroad stay is for a period equal to or greater than 30 days.

b)The grant can only be used for the exchange of researchers, visits for research planning, international workshops, and initial activities of data collection, always aiming to continue research collaboration and its consolidation.

c) Considering the quota of resources destined to this Call, requests for budget alterations will not be analysed.

d) It is the responsibility of the grantee to verify with the competent consulate the need to obtain the specific visa, as well as to obtain it.

5.4. DAAD will provide the selected projects with lump sum allowances for the project-related research stays of their team members. The allowance covers all expenditures within the scope of mobility and the stay of the participant.

5.5. The exact number of awards will depend on the number of meritorious applications and the availability of appropriated funds.

5.6. Basic research costs (staff and equipment) on both sides of the research project will not be funded from this scheme but must be secured from other sources. Participant salary and associated costs will not be covered. Proposals based purely on study and training will not be funded.

5.7. The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.

6. Proposal characteristics

6.1. The proposal must be submitted and developed jointly by the Principal Investigator at DAAD and the Principal Investigator at FAPESP and their respective teams.

6.2. The common research proposal/project must be in English and include the following:

a) A substantive description of the exchange activities, emphasizing their relevance. The proposal must state clearly how the exchange activities to be carried out by each team will contribute to the ongoing research project funded by FAPESP and to the research being carried out by the partner researcher abroad;

b) Detailed schedule of the exchange missions to be carried out by the partner team at the São Paulo institution and the São Paulo team at the partner institution;

c) Performance indicators for the planned activities, indicating the expected results;

d) A description of each participant´s contribution to the mission, explaining their expertise to carry out the foreseen activities;

e) Foreseen actions that will add to the impact of the exchange for the Partner Institution and for the Host Institution in the State of São Paulo;

f) Description of how the Principal Investigators in São Paulo and in the partner institution intend to prepare a joint research project, resulting from the exchange activities developed from the proposal submitted in this Call, to be submitted to research funding agencies accessible in their regions in order to create a medium-long-term collaboration (up to one page).

6.3. Attach CV Summaries of the Principal Investigators on both sides (DAAD and FAPESP) and of any named participants to the respective agency.

7. Assessment and Selection Criteria

7.1. Proposals that do not comply with the terms of this Call will not qualify for analysis.

7.2. The DAAD and FAPESP will evaluate the proposals according to their own procedures.

7.3. Only proposals jointly selected by both DAAD and FAPESP will be funded.

7.4. At FAPESP,the exchange activities to be carried out by the researchers from São Paulo must be thematically related to the ongoing research project funded by FAPESP (refer to 1.2).

a) The proposals will be pre-qualified and, subsequently, analysed by way of a competitive process that will evaluate project merit and relevance, the potential contribution of the proposed project to the ongoing project funded by FAPESP, the proposed project capacity to leverage further research funding, and the strategic research aims of the Partner Institution.

8. Submission of proposals to the DAAD

8.1. DAAD applicants are to fill out the accompanying application forms available on the DAAD website (www.daad.de/go/pf57739566) and apply online via the DAAD Portal (www.mydaad.de).

8.2. Applications to DAAD must comply with the guidelines for German applicants and all filled out forms and documents must be submitted to the DAAD online via the DAAD Portal by the closing date (section 4).

8.3. To be successful, German applicants must ensure that their Brazilian collaborators also submit a corresponding application with the same title and content to FAPESP up to the closing date (section 4).

8.4. The research proposal component of the application, as detailed in 6.2, must be identical in content in both the German and Brazilian submissions.

8.5. Forms may be submitted electronically. Late applications will not be accepted for screening.

9. Submission of proposals to FAPESP

9.1. Applicants from the state of São Paulo must submit the joint proposal to FAPESP exclusively through the SAGe platform (www.fapesp.br/sage) no later than the closing date for submissions, observing the accompanying forms and documents.

9.2. The specific path for this opportunity is: Nova Proposta Inicial + Outras Linhas de Fomento > + Acordos de Cooperação > + DAAD - Auxílio à Pesquisa - Regular > Chamada de Propostas (2024).

9.3. IMPORTANT: the PI from Germany must be registered in the SAGe system. This can be done by accessing SAGe in the English version and choosing the option “Not registered?”. The researcher must fill in all mandatory fields, indicated with an asterisk (*). After receiving an email from SAGe, the PI must click on the link provided and complete the registration process. After successfully registering, the PI from Germany may be nominated as a member of the research project and should then access the proposal through SAGe to accept participation (menu option “My Proposals”).

a) The Project Team should be composed by local participants, including all those engaging in research missions and, from the German side, only by the applicant (option equivalent to “principal investigator from the partner institution”).

10. Result of the analysis

The results will be announced on FAPESP (www.fapesp.br) and DAAD (www.mydaad.de) web portals and by means of a communication with the Principal Investigators.

11. Contract for selected projects

Selected proposals will be subject to the conditions set forth in the letter of award.

12. Grant Cancellation

FAPESP or DAAD may cancel funding if, during the grant timeframe, a significant event justifies its cancellation in the assessment of the Joint Steering Committee, without prejudice of any other appropriate actions.
