The São Paulo Research Foundation (FAPESP), Brazil, and West Virginia University (WVU) announce a new Program to fund joint collaborative proposals in the fields related to Science, Technology, Engineering, Mathematics and Social Sciences (Economics, Psychology, Sociology etc.)

Introduction

The aim of this Call is to strengthen research cooperation between researchers in the State of São Paulo, Brazil, and researchers from the West Virginia University (WVU) by funding joint research projects. The present call welcomes project submissions related to Science, Technology, Engineering, Mathematics and the Social Sciences.

Project proposals must be jointly written by researchers formally associated with public or private Higher Education or Research Institutions in the State of São Paulo, Brazil and WVU faculty. The proposals must reflect unison and close cooperation. It is expected that research activities be conducted on both sides and that the project and the intellectual contribution is evenly balanced between São Paulo and WVU.

This Call for Proposals is launched under the terms of the Scientific Cooperation Agreement between the institutions (www.fapesp.br/9085) and under the terms and conditions hereinafter set forth.

2. Fields of Knowledge

This Call for Proposals invites research proposals in all fields of Science, Technology, Engineering, Mathematics and Social Sciences (Economics, Psychology, Sociology, etc.)

3. Who can apply

3.1. FAPESP considers eligible to submit proposals to this call:

Researchers formally associated with public or private Higher Education or Research Institutions in the State of São Paulo. The researchers must meet the FAPESP eligibility requirements for Regular Research Awards (www.fapesp.br/137). Researchers from the State of São Paulo who already hold one ongoing Regular Research Award are not eligible.

3.2. WVU considers eligible to submit proposals to this call:

a) Faculty members who are assistant, associate or full professors, both tenure and non-tenure track. Emeritus faculty are not eligible.

3.3. Each researcher can submit only one proposal to this Call as PI.

4. Funding principles and Duration of the projects

WVU will provide funding of up to US$ 30,000 per proposal, per year and FAPESP will provide funding of up to US$ 30,000 per proposal, per year, for the duration of the grant (up to 2 years) and under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/9085). It is envisaged that applications will be for a balanced partnership, not specifically in monetary terms, but with equivalent research commitment and efforts from both sides.

4.1. Eligible costs for FAPESP

a) Funds awarded by FAPESP (up to US$ 60,000) are for research related expenses directly pertaining to the project. Funding and costs must be in accordance with FAPESP norms for Regular Research Award (www.fapesp.br/137).

4.2. Eligible costs for WVU

a) Funds awarded via WVU (up to US$ 60,000) are for research related expenses directly pertaining to the project (personnel, consumable supplies, etc.) as well as travel related expenses for researchers from WVU to visit the State of São Paulo, Brazil and/or the location of the research. Travel expenses reimbursed by WVU must be in accordance with university travel policy.

4.3. The total duration of a project is at least 12 months and not more than 24 months. FAPESP and WVU will fund a maximum of 3 approved proposals.

5. Proposal characteristics

The proposal must be submitted in English, with one copy sent to WVU to the e-mail address Deanna.Whorton@mail.wvu.edu and another copy sent to FAPESP through SAGe System. A complete submission, containing what was sent to each entity, shall include:

a. A Research Project having a maximum of up to 15 pages of scientific content (not including bibliography or budget), written jointly by the Principal Investigator (PI) from the State of São Paulo and the Principal Investigator (PI) from USA. The Research Project must include the following:

  • Summary/abstract of the project, including expected results;

  • Statement of the goals and objectives of the project;

  • Background and rationale for the project. What is the problem addressed by the project and why is it important? What will be the contribution to the area?

  • What are the compelling reasons that this project should be undertaken?

  • What is the synergy of the Sao Paulo and WVU teams working together? What expertise do each of the partners bring to the collaboration?

  • Details of the activities/experimental design to be completed in the project. What are the planned activities, including joint research to be conducted?

  • What are the benefits and scientific/scholarly gains to WVU and to the university/institution in Sao Paulo of the project?

  • What are the expected results? What are the performance indicators/metrics that will be measured to ensure the success of the project?

  • What are the plans for sustaining the research beyond the period of this support, including those for acquiring external funding?

  • Description of infrastructure and financial resources available for developing the research project in São Paulo, Brazil and WVU, excluding the expenses requested in the proposal.

b. Submission forms and additional documents not subject to the 15 page limit, as required by FAPESP (see topic 5.1, below) and additional submission instructions by WVU (see topic 5.2 below).

5.1. Additional documents required by FAPESP (to be filled in English):

The list of documents that must be attached is available at the Regular Research Award guidelines (www.fapesp.br/137), item 8, in addition to the Letter of Agreement (item 5.1.1 below). The documents must be filled in English and attached to the SAGe System.

Please note that it is obligatory to fill in all the tabs in SAGe platform, which includes the list of documents to be attached.

Proposals that are incomplete, inaccurate, or otherwise not responsive to the terms and conditions of this CFP will be excluded from consideration.

5.1.1. Besides the documents listed on www.fapesp.br/137, item 8, the proponent must also attach a Letter of Agreement between the Partner Institution and the Higher Education and Research Institution in the State of São Paulo to which the PI from São Paulo is affiliated, establishing how Intellectual Property rights, confidentiality, and publications will be treated jointly, in observance of the policies of each funding Party. The Letter of Agreement is not mandatory for the submission of proposals, but no approved project will be contracted before the presentation of a copy of the signed Agreement.

5.2. Additional documents required by WVU

5.2.1. The Principal Investigator from WVU must submit to WVU the following documents

a. C.V.s for the WVU PI, co-PIs and their Brazilian counterparts

b. The requested budget for both WVU and FAPESP

c. A Letter of Agreement between the Partner Institution and the Higher Education and Research Institution in the State of São Paulo to which the PI from São Paulo is affiliated, establishing how Intellectual Property rights, confidentiality, and publications will be treated jointly, in observance of the policies of each funding Party. The Letter of Agreement is not mandatory for the submission of proposals, but no approved project will be contracted before the presentation of a copy of the signed Agreement

No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or WVU. Proposals submitted by any other means will not be accepted.

6. Timeline

7. Submission of proposals

7.1. The project description and additional requested materials must be submitted according to the deadline stated in section 6 above, both to FAPESP by the PI from the State of São Paulo and to WVU by the PI from WVU. Proposals submitted to only one Party will not be considered.

7.2. No additions or clarifications will be accepted, except those explicitly and formally requested by FAPESP or by the WVU;

7.3. Submissions to FAPESP will follow the usual rules for Regular Research Award (www.fapesp.br/137) and must be sent exclusively through SAGe System, according to the instructions of Annex I below (in Portuguese), and will not be accepted by any other means;

7.4. Submission to WVU should be submitted electronically as two PDF documents – one with the proposal and the other with the supplementary documentation listed on item 5.2 above. Once accepted, an electronic notification will be sent to the applicant acknowledging receipt. All proposals should be sent to Deanna Whorton, Office of Research, and sent electronically to Deanna.whorton@mail.wvu.edu with the subject line: FAPESP

7.5. No proposals will be accepted after the closing date for submission.

8. Analysis and selection

8.1. Each Party will select the proposals according to its own procedures. Only the proposals selected by both Parties will be funded;

8.2. The evaluation criteria include:

a. Scientific quality and innovativeness of the research plan;

b. Feasibility of the research plan;

c. Competence and expertise of the applicants from both countries;

d. Added value generated by WVU-Brazilian research collaboration.

8.3. Proposals that do not comply with the terms of this Call will not qualify for analysis;

8.4. Proposals whose proponent from the State of São Paulo already holds one ongoing Regular Research Award will not qualify for analysis.

9. Result of the analysis

Final results will be announced at FAPESP website (www.fapesp.br) and at the webpages of WVU and by means of a communication to the proponents.

10. Contract of the selected proposals

10.1. To FAPESP: selected proposals will be object of a grant contract (FAPESP) to be signed by the PI and a legal representative of the Higher Education and Research Institution to which he/she is affiliated;

10.2. To WVU: the selected proposals will be the subject of an agreement between the PI and WVU.

10.3. FAPESP or WVU may cancel funding if, during the grant timeframe, a significant event justifies its cancellation in the assessment of the Joint Steering Committee, without prejudice of any other appropriate actions.

11. Intellectual Property rights

In case of approval, a Letter of Agreement has to be developed between the Partner Host Institution in WVU and the Host Institution to which the Principal Investigator from São Paulo is affiliated, establishing how Intellectual Property rights, confidentiality, and publications will be treated jointly, in observance of the policies of each funding Party. The Letter of Agreement is not mandatory for the submission of proposals, but no approved project will be contracted before the presentation of a copy of the signed Agreement. Ownership of IP generated during the project and rights to exploitation, as well as any costs regarding management of IP, are expected to be agreed between the collaborating research organizations before the research begins. The presentation of this Letter of Agreement is mandatory before the signature of the grant award in case of FAPESP funding.

Anexo I: Instruções específicas para uso do SAGe (Guidelines for SAGe submission)

1. É necessário que ambos os Pesquisadores Responsáveis pela proposta (do Estado de São Paulo e da West Virginia University) sejam cadastrado no sistema SAGe:

(i) Pesquisadores que não possuem cadastro no SAGe devem inicialmente realiza-lo acessando a página do SAGe no endereço www.fapesp.br/sage, clicar em Sem cadastro? e preencher os dados solicitados. Não basta apenas cadastrar-se como usuário, é necessário completar os dados cadastrais;

(ii) Pesquisadores do Estado de São Paulo, já cadastrados, devem realizar o login no SAGe com identificação e senha usuais para acessar a página inicial do sistema.

2. Na página inicial, selecionar, dentre as opções do menu “Acesso Rápido – Atividades do Pesquisador”, o link Nova Proposta Inicial;

3. O sistema disponibilizará na página seguinte o menu “Incluir Proposta – Selecionar Linha de Fomento”, selecionar o link WVU – Projeto de Pesquisa – Regular / WVU – Chamada de Propostas (2017) em Chamadas Vigentes;

4. Selecionar a opção Chamada de Propostas (2017) e a partir daí incluir os dados solicitados em todas as abas, inclusive a lista de documentos a serem anexados;

5. Atenção para a obrigatoriedade de preenchimento de todos itens marcados com “ * ”. É necessário submeter a proposta ao final do preenchimento. Proposta salva não significa proposta submetida. Ao submeter corretamente uma proposta será gerado um número de processo;

6. No caso de dúvidas, na página inicial do SAGe pode ser usado o link Manuais e, na página Manuais, buscar esclarecimentos na lista Manuais de Apoio aos Pesquisadores.
