CTA Ordinance no. 37, dated October 27, 2021

(Amends Annex I to CTA Ordinance no. 01/2019)

Amending Annex I to CTA Ordinance no. 01, dated February 21, 2019, which instated the Policy of Open Access to Publications Resulting from FAPESP Grants and Scholarships.

THE CHIEF EXECUTIVE OFFICER OF THE SÃO PAULO RESEARCH FOUNDATION (FAPESP), IN HIS CAPACITY AS PRESIDENT OF ITS EXECUTIVE BOARD, has issued the following ordinance based on decisions made by the committee on October 5 and October 26, 2021:

Article 1. Item 4 of Annex I (“Policy of Open Access to Publications Resulting from FAPESP Grants and Scholarships”) to CTA Ordinance no. 01, dated February 21, 2019, is hereby amended to read as follows:

“4) FAPESP’s Policy on Open Access to Publications

In this context, in order to enhance and strengthen the visibility of Brazilian research and increase its impact, FAPESP has determined that the complete texts of articles and other types of scientific communication originating in research projects fully or partially funded by it and published in international journals must be posted to institutional repositories of scientific papers in accordance with the open-access policy of each journal, as soon as manuscripts are approved for publication, or within the shortest period compatible with each journal’s restrictions, provided this is done not later than 12 months after the date of publication.

Articles published in SciELO journals, Gold Open Access (GOA) journals or in hybrid journals under open-access options may also be posted to an institutional repository, although this is not mandatory.

To facilitate compliance with this recommendation:

a) Authors may use different open-access options but are advised to prioritize Green Open Access so as to ensure that a copy is submitted to the institutional repository, preferably of the accepted manuscript, without interference in their options and the publication process.

b) Institutional libraries’ support services are expected to carry out the work of managing this procedure, providing guidance to researchers, indexing papers and ensuring their availability in the repository, as FAPESP considers it essential that none of these activities take up the researcher’s time.

In deciding to implement an open-access policy that boosts the transmission and advancement of the scientific knowledge created in Brazil, FAPESP is helping to ensure that the results of publicly funded research will be universally and freely available.

The support of the scientific community will be decisive to the achievement of FAPESP’s goals in this regard, as evidenced by the successful initiatives undertaken previously to promote democratic access to scientific information, such as the Electronic Library Program (Probe), which later gave rise to the CAPES journal portal and to the SciELO program, also supported by CNPq and BIREME. SciELO is now the leading open-access program in the developing countries.”

Article 2. Annex I (Policy of Open Access to Publications Resulting from FAPESP Grants and Scholarships) to CTA Ordinance no. 01/2019, now takes effect in the form of the Annex to this Ordinance.

Article 3. This Ordinance takes effect on the date of its signature.
