FAPESP- UNIVERSIDAD DE SALAMANCA CALL FOR PROPOSALS 2012 Versão em português

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP) and Universidad de Salamanca (USAL), Spain.

1. Introduction

FAPESP and Universidad de Salamanca make public this Call for Proposals and invite interested researchers affiliated with the Universidad de Salamanca and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP within the following support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers between the State of São Paulo and Spain, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for exchange of researchers from the State of São Paulo, Brazil, and from the USAL, Spain, within the scope of the Scientific Cooperation Agreement between FAPESP and the USAL. This Call for Proposals is being announced simultaneously by FAPESP and USAL.

3. Eligibility

Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1 By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

3.2 By USAL: Main investigators leading groups of Excellence within Castilla y León and groups recognized within USAL, who work with or foresee future collaborations in developing projects with groups eligible through FAPESP.

3.3 Proposals should include the names of the researchers from both the State of São Paulo and USAL and clearly state the mutual benefits of the collaboration.

The present Call invites Research Proposals on priority areas described below:

6. Duration of the project for the exchange of researchers

The activities foreseen in this project must start within the timeframe of the main FAPESP research grant. The maximum duration of each project is 24 months, non-extendable.

7. Funding principles

7.1 FAPESP will provide funding of up to €$10,000 per proposal, for the period established in the award, to cover reasonable research-related expenses including workshop realization expenses and mobility expenses, under the provisions of item 5 of the Agreement between FAPESP and USAL (www.fapesp.br/en/6706)

USAL will award a maximum of €$10,000 to the best evaluated projects that have been selected by an ad hoc committee.

7.2 Depending on budget availability of both parties, the three highest ranked proposals will be awarded. 

7.3 FAPESP will provide the selected proposals with funds for workshop realization, travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo who will visit Spain.

7.4 USAL will provide the selected proposals with funds for workshop realization, travel (air tickets), health insurance and living allowances for researchers from Spain who will visit State of São Paulo.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1 Research Proposal form and Researcher’s Registration form.

8.2 Summary of the CV of the Principal Investigators and collaborating researchers on both sides, FAPESP and the USAL (bio sketch instructions at www.fapesp.br/en/6351 and Universitas XXI investigacion).

8.3 Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/usal/usal_budget_spreadsheet.xlsx for researchers from State of São Paulo and "Plan Nacional" Research Award standards for researchers from Spain).

8.4 Research project with a maximum of five (5) pages of scientific content, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing or proposed project of the PI in Spain will benefit from the exchange.

8.4.4 Description of each researcher and institution involved on the State of São Paulo and USAL side;

8.4.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in São Paulo and in Spain, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo and in Spain, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.4.9 Timeline of each mission, provided that the total amount of missions per year do not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.10 Official document stating the formal commitment of the USAL participate, guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).

9. Submission of proposals

9.1 Each proposal must be submitted, before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo and USAL by the Principal Investigator from Spain.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of one single 5 pages document written by the PI in State of São Paulo and the PI in USAL ;

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe);

9.1.3 Submission to the USAL for funding must be in the form of a "Plan Nacional" Research Award. The grant must be exclusively directed to the call and must abide by the current rules and regulations. Submissions to USAL can only be accepted in paper and electronic format (pdf).

9.2 Proposals not received by both Parties before the deadline, or not in conformity to the specifications herein, will not be reviewed.

9.3 Each Party will select the proposals according to their own procedures.

9.4 Only the proposals selected by both Parties will be funded.

9.5 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or USAL.

9.6 Submission must be sent to:

9.6.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/UNIVERSIDAD DE SALAMANCA2012” written on the envelope.

9.6.2 On the USAL side: all submissions should be presented at the local Registry office as a paper copy and electronic format (pdf) and directed to the attention of the Vice-Provost for Research Affairs in order to be included in the USAL/FAPESP 2012 call for proposals.

9.6.3 Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director

10.2 The Vice-Provost for Research Affairs of the USAL will convene a similar ad hoc committee to consider proposals received at the USAL University.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.4 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced simultaneously on FAPESP (www.fapesp.br) and the USAL web portals and by means of a communication to the interested parties.

12. Contract for selected projects

12.1 The selected proposals will be the subject of a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo and an agreement between the Principal Investigator and the USAL.

13. Grant cancellation

FAPESP and USAL may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
