SPRINT – 3rd Edition 2017: Guidelines University of Victoria

Request for proposal submissions from researchers at the University of Victoria (UVIC)

FAPESP and the University of Victoria (UVIC) signed a Cooperation Agreement for Research on April 27th, 2012, aiming to implement scientific and technological cooperation between researchers from UVIC, Canada and from the State of Sao Paulo, Brazil, through the funding of joint research projects.

Under the referred Agreement, as a continuation of this fruitful collaboration, FAPESP and UVIC make public this Call for Proposals for the exchange of faculty, postdoctoral researchers and PhD students under the terms and conditions of the SPRINT 3rd Edition 2017 (www.fapesp.br/sprint/call32017) and hereinafter set forth.

1. Eligibility from UVIC side

1.1. Eligibility to submit proposals within the scope of this Call:

a. The UVic Principal Investigator (PI) must hold a regular faculty appointment at the rank of Assistant Professor, Associate Professor or Professor. An adjunct faculty member may apply if the term of their appointment at the start of the project extends beyond the duration of the project.

b. Applicants can be PI on only one application per SPRINT call.

c. Previous recipients of a FAPESP-UVIC SPRINT award may not reapply.

d. Preference will be given to interdisciplinary projects and to projects that will be likely to promote sustained collaborative activity beyond the end point of the award period.

1.2. Eligibility for the exchange activities within the scope of this Call

a. Principal Investigators, research associates, postdoctoral fellows and PhD students from UVIC are eligible to participate in exchange activities.

(i) Considering the principle of reciprocity, FAPESP may support PhD students from São Paulo state to take part in the scientific missions. In this case, the PhD student must have an ongoing FAPESP fellowship during the planned exchange mission to the partner institution.

b. The proposals must aim to respect the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.

c. Eligibility of research partners in the State of São Paulo should observe the items 3.1 and 4.2 of FAPESP call (www.fapesp.br/sprint/call32017).

2. Fields of knowledge

This Call for Proposals invites research proposals in all fields of knowledge.

3. Duration of the project for the exchange of researchers

The maximum duration of each project is 24 months.

4. Timeline

5. Funding principles

5.1. FAPESP will provide funding of up to the equivalent of CAD$ 10,000.00 (ten thousand dollars) per proposal per year and UVIC will provide funding of up to CAD$ 10,000.00 (ten thousand dollars) per proposal per year, for the duration of the grant to cover research-related mobility expenses, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/en/6937).

5.2. Funding is primarily intended to support the mobility of researchers. Eligible expenses include travel (airfare and ground transportation), travel/health insurance, and living expenses for researchers from UVIC visiting the State of São Paulo, and vice versa. All expenses are subject to the guidelines for the UVIC Internal Research/Creative Project Grant.

5.3. FAPESP and UVIC will fund a maximum of two approved proposals.

6. Proposal characteristics for UVIC researchers:

The proposal shall be composed of:

6.1. A Research Project having a maximum of five (5) pages of scientific content, written in English jointly by the Principal Investigator at the Host Institution in the State of São Paulo and the Principal Investigator at UVIC. One copy of the Research Project shall be sent to FAPESP and an identical copy to UVIC.

As described at www.fapesp.br/sprint/call32017, the Research Project must include the following items:

a. A substantive description of the exchange activities, emphasizing their relevance. The proposal must state clearly how the exchange activities to be carried out by each team will contribute to the ongoing research project funded by FAPESP and to the research being carried out by the partner researcher at UVIC;

b. Detailed schedule of the exchange missions to be carried out by the partner team at the São Paulo institution and the São Paulo team at UVIC;

c. Performance indicators for the planned activities, indicating the expected results;

d. A description of each candidate’s contribution to the mission, explaining their expertise to carry out the foreseen activities;

e. Foreseen actions that will add to the impact of the exchange for UVIC and for the Host Institution in the State of São Paulo, e.g. by means of seminars, short courses etc.;

f. Description of how the Principal Investigators in São Paulo and at UVIC intend to prepare a joint research project, resulting from the exchange activities developed from the proposal submitted in this Call, to be submitted to research funding agencies accessible in their regions in order to create a medium-long-term collaboration (up to one page).

6.2 The following additional documents required by UVIC:

a. Research Application Summary Form signed by the UVic Principal Investigator, their Chair/Director and Dean.

b. Brief CV (max. three pages) of the Principal Investigator at UVic and in the State of São Paulo.

c. Detailed budget and justification (max. one page) of the proposed activities not exceeding CAD$ 10,000/year for either party.

d. Letter of Agreement of the Host Institution in the State of São Paulo to which the PI from São Paulo is affiliated. The same document is required by FAPESP in item 6.2.2 at www.fapesp.br/sprint/call32017. The Letter of Agreement may be delivered after the notification of results of this call for proposals and before the grant agreement signature .

7. Submission of proposals to UVIC

Proposals must be submitted to the Office of Research Services either in hard copy or as a single pdf document to igfacilitator@uvic.ca by 5 pm PST on October 30, 2017. Late submissions will not be accepted.

8. Analysis and selection

8.1. FAPESP : The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee appointed by the Foundation’s Scientific Director.

8.2. UVic: The Associate Vice-President Research will convene a similar ad hoc committee to consider proposals received at UVic.

8.3. Proposals will be reviewed by way of a competitive process according to the following evaluation criteria:

a. Excellence of the Principal Investigators and team members;

b. Fit and complementarity of team members;

c. Participation of early-career researchers;

d. Quality of the proposal, anticipated impact/visibility and sustainability of the collaboration;

e. Budget justification and proposed calendar of activities.

8.4. Only the proposals selected by both FAPESP and UVic will be funded.

9. Result of the analysis

The results will be announced on the FAPESP (www.fapesp.br) web portal and by means of a communication to the respective PIs.

10. Contract for selected projects by UVIC

Each organization will provide its Principal Investigator with funds that can be spent on eligible costs as specified at the time of the proposal.

At UVIC, the funding will be allocated and managed in accordance with the procedures established in the letter of award.

Award holders will be required to submit a short report within three months of the end of the award.

11. Grant cancellation

FAPESP or UVIC may cancel funding if, during the grant timeframe, a significant event justifies its cancellation in the assessment of the Joint Steering Committee, without prejudice of any other appropriate actions.
