Guidelines for the awarding of Fellowships - Associated Submission in Grants
Current guidelines as from December 1st, 2025.
Fellowships as Associated Submission are those provided for within the budget of a Research Grant approved by FAPESP. The possibility of including Fellowships as Associated Submission, as well as the modalities of Scholarship/Fellowship allowed, should be consulted in the specific guidelines for each Grant opportunity or in Calls for Proposals issued by FAPESP.
The award of Fellowships as Associated Submission gives the Principal Investigator greater autonomy in assembling the project team, enabling more efficient planning of human resources and, consequently, simplifying the training of researchers and students throughout the execution of the project.
The following guidelines outline the procedures to be followed by Principal Investigators to include Fellowships as an Associated Submission within their Research Grant proposal and to implement the Fellowships awarded.
1) Scholarships/Fellowships Opportunities (back to index)
1.1. In addition to these guidelines, the specific provisions for each support opportunity also apply to Fellowships as Associated Submission requests, except with regard to the documents required and the evaluation of the requests.
1.1.1. In the evaluation of the Research Grant proposal, the requests for Scholarships/Fellowships are evaluated based on the Activity Plans presented, as well as their adherence to the objectives of the Scholarship/Fellowship opportunity and of the proposed research project.
1.2. These are the Scholarships/Fellowships opportunities that may be requested as Associated Submissions:
a) Scientific Initiation, according to the guidelines described at fapesp.br/17196;
b) Masters, according to the guidelines described at fapesp.br/17197;
c) Doctorate (without MSc) (DD), according to the guidelines described at fapesp.br/17199;
d) Doctorate, according to the guidelines described at fapesp.br/17198;
e) Post-Doctoral, according to the guidelines described at fapesp.br/en/postdoc;
f) Technical and Academic Training, according to the guidelines described at fapesp.br/bolsas/tt;
g) Scientific Journalism, according to the guidelines described at fapesp.br/jornalismocientifico;
h) Teaching Fellowship - Pedagogical Improvement, according to the guidelines described at fapesp.br/ensinopublico;
i) Young Investigator, according to the guidelines described at fapesp.br/en/yig; and
j) Small Business, according to the guidelines described at fapesp.br/pipe.
1.3. Other non-regular Scholarship/Fellowship opportunities (eventually launched by FAPESP in specific Programs or Calls for Proposals) may be requested as Associated Submission, provided that the regulations established in the respective guidelines, as well as the other procedures indicated therein, are observed.
1.4. The possibility of including Fellowships as Associated Submission and the fundable opportunities must be consulted in the specific guidelines for each Grant opportunity or in Calls for Proposals issued by FAPESP.
1.5. The amounts of the monthly fees for Scholarships/Fellowships in Brazil are described in fapesp.br/valores/bolsasnopais.
1.6. The duration of the Scholarship/Fellowship must comply with the guidelines for the respective opportunity, available via the links indicated in item 1.2 above.
1.6.1. The duration of the Fellowship as Associated Submission in the Technical Training, Academic Training, Scientific Journalism, Teaching Fellowship - Pedagogical Improvement, Young Investigator and Small Business opportunities must begin and end within the duration of the respective Grant in which it was awarded.
1.6.2. Scholarships/Fellowships as Associated Submission in the Scientific Initiation, Masters, Doctorate (without MSc) (DD), Doctorate, and Post-Doctoral opportunities must begin up to 6 months before the end of the linked Grant’s regular term.
1.6.3. Scholarships/Fellowships as Associated Submission in the Scientific Initiation, Masters, Doctorate (without MSc) (DD), Doctorate, and Post-Doctoral opportunities may have their full duration, as provided in the guidelines for the respective opportunity.
1.6.3.1. If necessary, the duration of the Scholarship/Fellowship as Associated Submission of the opportunities listed in item 1.6.3 may exceed the duration of the linked Grant.
1.6.3.2. Requests for Scholarships/Fellowships renewal may be submitted after the expiration date of the Grant, provided that the necessary quotas have been requested and awarded and the respective Grant Contract Amendment has been signed during its duration.
1.6.4. For Post-Doctoral Fellowships, the initial duration will be up to 36 months, with the possibility of renewal for up to 12 months if linked to Grants of the following opportunities: Thematic Project Grant; Research, Innovation and Dissemination Centers (RIDC); Engineering Research Centers/Applied Research Centers (ERC/ARC); São Paulo Excellence Chair Grant (SPEC); and Young Investigator Grant.
2) Requests for Scholarships/Fellowships as Associated Submission (back to index)
2.1. When Scholarships/Fellowships are expected to be awarded as Associated Submission, the Grant proposal may contain a request for Scholarship/Fellowship quotas, expressed in a specific field of the budget filled out in the "R$/US$" tab in SAGe.
2.2. For each Scholarship/Fellowship quota requested, an Activity Plan for its eventual beneficiary must be attached to the Grant proposal.
2.2.1. For Scientific Initiation, Masters, Doctorate (without MSc) (DD), Doctorate, Post-Doctoral, Scientific Journalism and Public Education Scholarships/Fellowships, the Activity Plan (up to 4 pages) must contain:
a) Title;
b) Name of the Advisor/Supervisor;
c) Host Institution;
d) Summary;
e) Objectives;
f) Work Plan, including:
f.1) methodology and schedule of expected results;
f.2) in the case of a Scientific Journalism or Public Education Fellowship quota, justification for the level of the Fellowship requested; and
f.3) justification for the Plan in relation to the Grant’s objectives and the chosen support opportunity.
2.2.2. In the case of Technical and Academic Training Fellowships, the Activity Plan must be prepared using the template available for download at fapesp.br/14671, where the level for the requested Technical or Academic Training Fellowship must be justified. This template is also available for download in the "Documentos" tab of the Grant proposal on SAGe.
2.2.3. In the event of Scholarships/Fellowships as Associated Submission opportunities limited by a specific Call for Proposals, the requirement to submit an Activity Plan should be checked in the respective Call.
2.2.4. The submission of the Activity Plan mentioned in item 2.2 does not apply to requests for Young Investigator Grant.
2.3. The person responsible for the Scholarship/Fellowship Recipient must be the Grant’s Principal Investigator or one of the Co-Principal Investigators approved by FAPESP and listed in the Grant Contract. In the case of a Young Investigator Grant, or when specified in the Call for Proposals, both the person responsible for the Scholarship/Fellowship and its beneficiary are the same person.
2.3.1. The Fellow’s Institution of Enrollment – or, in the case of non-academic Fellowships, the Institution where the activities will be carried out – must be either the Host Institution of the project or the Co-Principal Investigator’s employing Institution, if the Co-PI is responsible for the Fellowship.
2.4. The Principal Investigator of the Grant is responsible for conducting a selection process to choose candidates for Scholarships/Fellowships, in accordance with the award of quotas for Scholarships/Fellowships as Associated Submission contained in the respective Grant Contract. They must also ensure compliance with FAPESP rules for each Scholarship/Fellowship opportunity.
2.4.1. In the case of Post-Doctoral Fellowship as Associated Submission, the Recipients must be selected through a selection process disseminated in communication media with broad international visibility in the scientific community of the field and also on the FAPESP website, at oportunidades.fapesp.br.
2.4.1.1. Dissemination on the FAPESP website under "Oportunidades" is mandatory, but is not considered sufficient for international dissemination purposes. The publication must be requested by filling out the form available at fapesp.br/oportunidades/publique.
2.4.1.2. Disseminating in media with broad international visibility means advertising the opportunity in the classified section of scientific magazines with international circulation and high impact. Advertising on websites related to the Grant's research area and dedicated to advertising opportunities for post-docs may also be accepted as "broad international dissemination".
2.4.1.3. The Host Institution is supposed to contribute with the dissemination costs. However, if necessary, funds from the Grant's Research Overhead may be used as well.
2.4.1.4. The Scholarship/Fellowship opportunity must remain advertised for at least 15 days for candidates to apply.
2.4.1.5. The selection process is valid for 12 months from its publication date. If the Scholarship/Fellowship Recipient is not selected within this period, a new selection process must be initiated, including further international dissemination and a new announcement in the "Oportunidades" section of the FAPESP website.
2.4.1.6. For FAPESP to ratify the selection process carried out to choose the Post-Doctoral (PD) Fellowship Recipient, the following documents must be attached to the proposal in SAGe, along with other documents indicated in the "Documentos" tab of the proposal:
a) copies of the national and international dissemination;
b) justification for the selection of the candidate indicated.
2.5. To use the Scholarships/Fellowships awarded in the budget, the Principal Investigator must access the option "Utilizar Quotas de Bolsa" available in the "Mais Ações" menu of the process in SAGe.
2.5.1. For each Scholarship/Fellowship awarded, an initial proposal must be submitted in SAGe for analysis by FAPESP.
2.5.2. All information and documents required for a submission are available on SAGe. For any questions, the manual “Bolsa Concedida no Orçamento do Auxílio (BCO)” can be found under the “Manuais” link on the SAGe homepage. This manual describes the steps necessary for creating, preparing, and submitting proposals.
2.6. The Activity Plan included in the Scholarship/Fellowship proposal on SAGe must be the same as that attached to the Grant process.
2.7. The selected Scholarship/Fellowship Recipient may only begin activities after the proposal for the Scholarship/Fellowship - Associated Submission in SAGe has been reviewed and approved by FAPESP, considering the awarded term.
2.8. If necessary, requests for cancellation of Scholarships/Fellowships or replacement of Scholarship/Fellowship Recipients may be sent to FAPESP at any time:
2.8.1. Cancellations must be submitted via “Solicitação de Mudança – Alteração de Vigência”, submitted in the Scholarship/Fellowship process on SAGe.
2.8.2. The replacement of the Fellowship Recipient must be done by submitting a new proposal for a Fellowship as Associated Submission in SAGe. To prepare the replacement proposal, the Principal Investigator of the Grant must access the option "Utilizar Quotas de Bolsa" available in the "Mais Ações" menu of the Grant process in SAGe. Further information is available in the Manual "Bolsa Concedida no Orçamento do Auxílio (BCO)", available via the "Manuais" link on SAGe.
a) In the case of Post-Doctoral Fellowship as Associated Submission, the requirement for an international selection process, as described in item 2.4.1, also applies to replacement cases. The selection process carried out previously may be used, provided that the deadline indicated in item 2.4.1.5 is respected.
b) It is not possible to request the replacement of a Fellowship Recipient in the case of Fellowships of the Young Investigator Grant, Small Business, and Academic Training modalities.
c) The replacement of the Scholarship/Fellowship Recipient will not be allowed during the period exceeding the Grant’s term (opportunities described in item 1.6.3.1).
2.9. If a Scholarship/Fellowship is canceled, the corresponding funds may not be transferred to another line of the Grant budget.
3) Monitoring Scholarship/Fellowship Recipients (back to index)
3.1. The Principal Investigator of the Grant is responsible for monitoring the performance of the Scholarship/Fellowship Recipients. If the performance of Scholarship/Fellowship Recipients is unsatisfactory, they must be removed from the project and replaced. Requests for cancellation and replacement must be sent to FAPESP, according to instructions described in item 2.8.
3.2. Eventual requests for new Scholarship/Fellowship quotas, including those intended for the renewal of ongoing Scholarships/Fellowships, must be sent to FAPESP only at the time of submission of the Grant's Scientific Report, duly described and justified. For such cases, access the “Solicitação de Mudança – Alteração de Orçamento” feature in the Grant process in SAGe.
a) The Principal Investigator must attach in “Solicitação de Mudança – Alteração de Orçamento” the Activity Plan for new Scholarships/Fellowships and, in the case of renewal, the Reports for the past term and a new Plan of Activities for the next.
b) If the request is approved, the proposal for the new Scholarship/Fellowship or the renewal of the ongoing Scholarship/Fellowship may only be submitted after the Grant Contract Amendment has been signed.
c) In order to create a “Solicitação de Mudança – Renovação de Bolsa”, the Principal Investigator of the Grant must access the option "Utilizar Quotas de Bolsa" available in the "Mais Ações" menu of the Grant process in SAGe. Further information is available in the Manual "Bolsa Concedida no Orçamento do Auxílio (BCO)", available on SAGe.
3.3. Scholarships/Fellowships will always begin on the first day of each month. The renewal of Scholarships/Fellowships will depend on the performance of the Recipient, as assessed by their Report, according to the rules on Scholarship/Fellowship duration defined in item 1.6.
3.4. Scholarships/Fellowships awarded on a replacement basis will have the remaining duration of the previously awarded Scholarship/Fellowship.
4) Reports (back to index)
4.1. The Scholarship/Fellowship Recipient’s Reports must be included in the Scholarship/Fellowship - Associated Submission process in SAGe, on the dates established in their respective Grant Contract.
4.2. In addition to submitting the Report in the Scholarship/Fellowship - Associated Submission process, the Principal Investigator of the Grant must attach a copy of the Report for each Scholarship/Fellowship awarded during the process to the Grant's partial and final Scientific Reports, including those that have been canceled and replaced.
4.2.1. The format of submission of the Grant's Scientific Report must be consulted in the specific rules for the respective support opportunity.
4.2.2. The Scholarship/Fellowship as Associated Submission Report will be reviewed alongside the Grant's annual Scientific Report.
4.3. If Scholarships/Fellowships as Associated Submission are awarded for a duration longer than that of the Grant, according to item 1.6.3, Scientific Reports commitments will be created in the Grant process with dates equivalent to the those of the Scholarships/Fellowships as Associated Submission commitments.
4.3.1. The Scientific Reports of the Scholarships/Fellowships as Associated Submission with commitments scheduled for that date must be included in the Grant's Scientific Report.
4.3.2. These Scientific Report commitments of the Grant must be fulfilled, even if there is no report of the Grant itself to be submitted.
4.4. The manual "Submissão de RC" provides guidance on submitting reports. It is available under the ‘Manuais’ link on SAGe and describes the steps required to prepare and submit Reports for evaluation by FAPESP.
4.5. The list of documents to be attached when submitting the Report may vary depending on the Scholarship/Fellowship opportunity and can be verified in its respective guidelines, which are available via the links indicated in item 1.2.
4.6. Activity Reports regarding Fellowships for Technical Training, Academic Training, Scientific Journalism and Teaching Fellowship - Pedagogical Improvement must be prepared according to the instructions available at fapesp.br/17419.
4.7. Scientific Reports for other Scholarship/Fellowship opportunities must be prepared according to the specific instructions described in their respective guidelines, which are available via the links indicated in item 1.2.
4.8. For Masters, Doctorate (without MSc) (DD), and Doctorate Scholarships, in addition to Scientific Reports, the following copies must be sent to FAPESP at the end of its term, on the date established in the Grant Contract:
a) Copy of the dissertation/thesis Defense Minutes;
a.1) the Defense Minutes must prove that the Principal Investigator was the advisor of the dissertation/thesis.
b) Copy of the page of the dissertation/thesis that mentions FAPESP support.

5) Financial Report (back to index)
5.1. In the case of Scholarships/Fellowships with a Research Overhead award, Financial Reports regarding the use of these funds must also be submitted on the dates specified in the Grant Contract.
5.2. For the Academic Training Fellowship, a Financial Report detailing the funds awarded for tuition, transportation, and travel insurance (if applicable) must be submitted.
