KCL/FAPESP - 2012 Call for Proposals

Public call for proposals for the Exchange of Researchers under the Scientific Cooperation Agreement between Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) and King’s College London (KCL).

1. Introduction:

FAPESP and KCL make public this Call for Proposals and invite interested researchers, working within public or private Higher Education or Research Institutions in the State of São Paulo, who are Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centres (CEPIDs/RIDCs), to submit projects for the exchange of researchers between Brazil and the United Kingdom, under the terms and conditions hereinafter set forth. The call is open to relevant King’s researchers who propose a collaborative project with relevant FAPESP funded researchers.

2. Purpose:

The purpose of this Call is to define the conditions for the submission of proposals for the exchange of researchers from Brazil and from the United Kingdom (faculty, researchers, post-doctoral researchers, and when relevant PhD students writing their thesis) within the scope of the Scientific Cooperation Agreement between FAPESP and KCL. This Call for Proposals is being announced simultaneously by FAPESP and KCL.

3. Eligibility:

3.1 Researchers regarded as eligible to submit proposals within the scope of this call:

a) By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centres (CEPIDs/RIDCs).

b) By KCL: Researchers working within KCL.

3.2 Researchers regarded as eligible to take part in the exchange activities within the scope of this Call:

a) By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

b) By KCL: Researchers working within KCL (faculty, post-doctoral researchers, and when relevant PhD students writing their thesis).

4. Fields of knowledge:

This Call for Proposals invites research proposals in all fields.

6. Duration of the project for the exchange of researchers:

The maximum duration of each project is 24 months, non-extendable.

7. Funding principles:

a) KCL will provide funding of up to £6,000 per year for KCL award holders, for the period established in the award, necessarily and exclusively to cover mobility expenses (travel costs, living allowances, and insurance costs), under the provisions of the fourth clause of the Scientific Cooperation Agreement made between the parties.

b) FAPESP will provide the selected proposals with funds for travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo for when they come to KCL.

c) KCL will provide the selected projects with funds for travel (air tickets), health insurance, and living allowances for researchers from the United Kingdom working in the State of São Paulo.

8. Proposal characteristics:

The proposals must be submitted simultaneously to FAPESP by the researcher from the State of São Paulo and to KCL by his/her collaborator from the United Kingdom. The KCL researcher should submit copies of both her/his own submission and that of her/his State of São Paulo collaborator to KCL. The State of São Paulo collaborator should submit copies of both her/his own submission and that of the KCL researcher to FAPESP. Each Party will select the proposals according to its own procedures. Only the proposals selected by both Parties will be funded.

The proposal, submitted in English, shall contain:

a) Research Proposal Form and Researcher’s Registration Form (FAPESP)

b) Submission Form (KCL, downloadable at www.kcl.ac.uk/aboutkings/worldwide/Funding/staff/FAPESPKings.aspx)

c) A Summary of the Principal Investigator’s CV

d) A budget specifically designed for this Call

e) A research project description with a maximum of ten (10) pages of scientific content, including the following items:

i. A summary of the FAPESP funded project to which the proposal is related, including current and expected results;

ii. A description of activities that are related to the proposal that will benefit from the exchange;

iii. A description of each researcher and institution involved on the KCL and theSão Pauloside;

iv. A description of expected academic gains from the project as a result of the proposed cooperation with theSão Pauloteam, emphasizing their singularity and specificity;

v. Details of activities foreseen in the exchange, including justification and relevance, with corresponding performance indicators;

vi. A description of infrastructure and financial resources available for developing the research project, excluding the mobility expenses requested in the proposal;

vii. Actions adding to the impact of the exchange for KCL and for the selected institution in the State of São Paulo, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas, etc.;

viii. An attached (short) statement of Departmental/Divisional support for the project;

ix. A timeline for each mission, provided that the total amount of missions per year do not surpass the funds stipulated in this call for proposals;

x. Possible actions to promote future participation in multinational projects sponsored by the European Community, research councils or other funding agencies.

9. Submission of proposals:

a) The proponents shall submit their proposals by the closing date set in the item 5 of this Call.

b) No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or KCL.

c) Documents submitted by the State of São Paulo collaborator, whether related to grants processed via FAPESP’s electronic system (SAGe) or not, shall be sent to FAPESP in hard copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP. Documents submitted by a KCL researcher shall be sent as a file attachment to anna.debska@kcl.ac.uk, with one hard copy being sent to Anna Debska, Manager, King’s Worldwide, Strand Campus, KCL. All proposals submitted should be clearly marked “FAPESP/KCL 2012” to distinguish them from other programme submissions.

e) Proposals submitted by any other means will not be accepted.

10. Analysis and selection:

a) The process of analysis, qualification and selection of the proposals received by FAPESP and KCL will be carried out by ad hoc committees especially appointed by the FAPESP’s Scientific Director and the KCL Vice-Principal External Relations.

b) The proposals will be pre-qualified and, subsequently, analysed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing research, the prospect of further enhancing the College’s links with Brazil, and the interest of the institution that will host the researcher.

c) Proposals that do not comply with the terms of this Call will “not qualify”.

11. Result of the analysis:

Final results will be announced on FAPESP (www.fapesp.br) and KCL web portals (http://www.kcl.ac.uk/aboutkings/worldwide/Funding/staff/FAPESPKings.aspx) and by means of communication to the interested parties.

12. Grant cancellation:

FAPESP or KCL may cancel funding if, during grant implementation, a fact is established of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.

13. Appeals:

Any appeal against the terms of this Call for Proposals must be received before the second weekday before the closing date for proposal submission, otherwise it will be deemed invalid.
