FAPESP-UNIVERSITY OF FLORIDA CALL FOR PROPOSALS 2012

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP) and University of Florida (UF), USA.

1. Introduction

FAPESP and University of Florida make public this Call for Proposals and invite interested researchers affiliated with the University of Florida and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP within the following support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers between the State of São Paulo and Florida, USA, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for exchange of researchers from the State of São Paulo, Brazil and from the University of Florida, USA within the scope of the Scientific Cooperation Agreement between FAPESP and the University of Florida. This Call for Proposals is being announced simultaneously by FAPESP and the UF.

3. Eligibility

Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1 By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

3.2 By University of Florida: Those meeting the criteria for eligibility to submit a proposal for external funding as set forth in Section 2 of the Division of Sponsored Research’s Researchers Handbook (see www.research.ufl.edu).

3.3 Proposals should include the names of the researchers from both the State of São Paulo and the UF and clearly state the mutual benefits of the collaboration.

4. Fields of knowledge

The present Call invites Research Proposals in all fields of knowledge.

6. Duration of the project for the exchange of researchers

The exchange activities foreseen in this project must be carried out within the timeframe of the main FAPESP research grant. The maximum duration of each project is 24 months, non-extendable.

7. Funding principles

7.1 Up to four proposals will be funded.

7.2 At least two of the proposals funded must have a UF lead investigator based in the UF Institute for Food and Agricultural Sciences (IFAS).

7.3 FAPESP will provide funding of up to US$10,000 per proposal and per year. The University of Florida will also provide funding of up to US$10,000 per proposal and per year. The funds can be used to cover reasonable research-related expenses including workshops and travel expenses (e.g., air fare, health insurance, per diem) under the provisions of item 3 of the Agreement between FAPESP and UF (www.fapesp.br/en/7406 and www.floridabrazil.org)

7.4 The funds from FAPESP will be used to cover the research expenses of researchers from the State of São Paulo that will visit Florida, USA.

7.5 The funds from the University of Florida will be used to cover the research expenses of researchers from the University of Florida that will visit São Paulo, Brazil.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1 Research Proposal form and a Researcher’s Registration form for the lead investigator and all Co-Principal Investigators (Co-PIs).

8.2 Summary of the CV of the Principal Investigators and collaborating researchers on both sides, FAPESP and the University of Florida (bio sketch instructions at www.fapesp.br/en/6351).

8.3 Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/florida/budget_spreadsheet_uf.xlsx).

8.4 Research project with a maximum of ten (10) pages (single-spaced, 1 inch/2.5 cm margins, 12 pt font) of scientific content, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing or proposed project of the PI in Florida, USA will benefit from the exchange.

8.4.4 Brief description of the relevant expertise brought to the project by PIs from each partner institution;

8.4.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in São Paulo and in Florida, USA, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo and in Florida, USA, by means of seminars, short courses, visits to other institutions that carry out research activities in relevant areas;

8.4.9 An important goal of these grants is to set the stage for obtaining future extramural funding by the collaborators. The current proposal must therefore describe how the FAPESP-UF funds will be used to strengthen future submissions for extramural funding.

8.4.10 Timeline of each exchange visit, provided that the total amount of exchange visits per year do not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.11 Official document stating the formal commitment by UF to participate and guaranteeing the availability of the facilities and equipment to develop the project; this document will be provided by Emilio Bruna, Director of the Florida-Brazil Linkage Institute for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director.

8.4.12 Official document stating agreement with the provisions of item 9 and 10 of the cooperation agreement, related to “Confidentiality” and “Intellectual Property Rights”, respectively.

9. Submission of proposals

9.1 Each proposal must be submitted, before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo and to University of Florida by the Principal Investigator from Florida, USA.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of one single 10 page document written by the PI in State of São Paulo and the PI in UF Florida, USA.;

9.1.2 The submission to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe);

9.1.3 The submission to the University of Florida is a copy of the submission to FAPESP, including the cover page, biosketches of all participants, and budget worksheets for both the FAPESP and UF funding.

9.2 Proposals not received by both Parties before the deadline or not in conformity to the specifications herein will not be reviewed.

9.3 Each Party will review the proposals according to their own procedures.

9.4 Only the proposals selected by both Parties following discussion and agreement by the agents representing both parties will be funded..

9.5 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or University of Florida.

9.6 Submission must be sent to:

9.6.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/UNIVERSITY OF FLORIDA 2012” written on the envelope.

9.6.2 On the University of Florida side: all proposals should be sent via email to florida-brazil@ufl.edu with “Chamada FAPESP/UNIVERSITY OF FLORIDA 2012” in the Subject Heading.

9.7 Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director

10.2 The Director of the Florida-Brazil Linkage Institute of the University of Florida will convene a similar ad hoc committee to consider proposals received at the University of Florida.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.4 The evaluations by the FAPESP panel will be shared with the UF Panel and vice-versa. The Chairs of the respective evaluation committees will consider the separate recommendations of the two committees and jointly recommend which proposals should be approved for funding.

10.5 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and the University of Florida (www.ufl.edu) web portals and by means of a communication to the interested parties.

12. Contract for selected projects

The selected proposals will be the subject of a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo and an agreement between the Principal Investigator and the University of Florida.

13. Grant cancellation

FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
