FAPESP - BATH CALL FOR PROPOSALS 2013

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP), Brazil and University of Bath, United Kingdom.

1. Introduction

FAPESP and University of Bath make public this Call for Proposals and invite interested researchers affiliated with the University of Bath and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP within the following support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit research proposals for the exchange of researchers between the State of São Paulo, Brazil and Bath, UK, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for the collaboration of researchers from the State of São Paulo, Brazil and from Bath, UK within the scope of the Scientific Cooperation Agreement between FAPESP and University of Bath. This Call for Proposals is being announced simultaneously by FAPESP and University of Bath.

3. Eligibility

3.1 Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1.1.By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs). Co-Principal Investigators of ongoing Thematic Projects or CEPIDs/RIDCs are also eligible to apply.

3.1.2. By University of Bath: Academic staff at University of Bath with a contract of employment for the full length of the proposed project.

Proposals should include the names of the collaborating researchers from both the State of São Paulo and University of Bath and clearly state the mutual benefits of the collaboration.

3.2 Researchers regarded as eligible to take part in the exchange activities within the scope of this Call:

a) By FAPESP: Principal and Associate Investigators (including post-doctoral fellows) of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).

b) By UNIVERSITY OF BATH: Academic staff in the Education & Research job family

3.3 Proposals should include the names of the collaborating researchers from both the State of São Paulo and University of Bath and clearly state the mutual benefits of the collaboration.

4. Fields of knowledge

The present Call invites Research Proposals in all fields of knowledge.

6. Duration of the project for the exchange of researchers

The collaborative activities foreseen in this project should start while the researcher holds a FAPESP research grant related to the activities of this Call for Proposals. The maximum duration of each project is 24 months.

7. Funding principles

7.1 FAPESP will provide funding of up to the equivalent to £5,000.00 per proposal and per year and the University of Bath will provide funding of up to £5,000.00 per proposal and per year, for the period established in the award, to cover reasonable research-related expenses including mobility expenses, as set out below (7.1 and 7.2) and under the provisions of item 3 of the Agreement between FAPESP and University of Bath (www.fapesp.br/en/7503)

7.2 FAPESP will provide the selected proposals with funds for research related expenses, which normally includes travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo, Brazil to visit Bath, UK.

7.3 University of Bath will provide the selected projects with funds for research related expenses, which normally includes travel (air tickets), health insurance, and living allowances for researchers from Bath, UK to visit the State of São Paulo, Brazil.

7.4 Each Party will commit up to the equivalent of £30,000.00 per year in the present call.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1 Research Proposal form and Researcher’s Registration form.

8.2 Summary of the CV of the Principal Investigators and collaborating researchers on both sides, FAPESP and the University of Bath (bio sketch instructions at www.fapesp.br/en/6351).

8.3 Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/bath/budget_spreadsheet-BATH.xlsx).

8.4 Research project with a maximum of five (5) pages of scientific content, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing or proposed project of the PI in Bath, UK will benefit from the exchange.

8.4.4 Description of each researcher and institution involved from the State of São Paulo and the University of Bath;

8.4.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in São Paulo, Brazil and in Bath, UK, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo, Brazil and in Bath, UK, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.4.9 Timeline of each mission, provided that the total amount of missions per year do not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.10 Official document stating the formal commitment of the University of Bath participant, guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).

8.4.11 Official document stating agreement with the provisions of Section 6 of the cooperation agreement, related to “Intellectual Property.

9. Submission of proposals

9.1 Each proposal must be submitted, before the deadline specified in section 5, both to FAPESP, by the Principal Investigator from the State of São Paulo, Brazil and University of Bath, by the Principal Investigator from Bath, UK.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of one single maximum 5 pages document written by the PI in the State of São Paulo and the PI from the University of Bath;

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe);

9.1.3 Submission to the University of Bath to Dr Jon Hunt, Deputy Director Research Development and Support Office.

9.2 Proposals not received by both Parties before the deadline or not in conformity to the specifications herein will not be reviewed.

9.3 Each Party will select the proposals according to their own procedures.

9.4 Only the proposals selected by both Parties will be funded.

9.5 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or University of Bath.

9.6 Submission must be sent to:

9.6.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/UNIVERSITY OF BATH 2013” written on the envelope.

9.6.2 On the University of Bath side: all proposals should be sent to Dr Jon Hunt, Deputy Director, Research Development and Support Office, in paper copy and electronically.

9.7 Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director.

10.2 The process of analysis, qualification and selection of the proposals received at Bath will be carried out by an ad hoc committee especially appointed by the Pro-Vice-Chancellor Research.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.4 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and University of Bath web portals and by means of a communication to the interested parties.

12. Contract for selected projects

12.1 The selected proposals will be the subject of a research agreement in writing to be signed by FAPESP and the Principal Investigator in São Paulo and an agreement between the Principal Investigator and University of Bath.

12.2 For signature of the grant agreement with FAPESP and of the grant agreement with University of Bath it will be necessary for both PIs to present a signed agreement between the Sao Paulo research institution and University of Bath covering the items under item 10 of the FAPESP- University of Bath Agreement (www.fapesp.br/en/7503).

13. Grant cancellation

FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
