FAPESP-UOIP/UC DAVIS COLLABORATIVE RESEARCH PROGRAM CALL FOR PROPOSALS 2013

The São Paulo Research Foundation (FAPESP), Brazil, and University Outreach and International Programs (UOIP) at the University of California, Davis announce a new program to fund joint collaborative proposals in the Humanities and Social Sciences.  Up to $100,000 in funding will be made available for this first call; 50% by FAPESP and 50% by UC Davis.

Proposals for the same joint collaborative project must be submitted simultaneously as follows: 

Brazil: Proposals will be accepted from researchers from public and/or private institutions of Higher Education and Research Institutions in the State of São Paulo.  See Appendix I for application and instructions.

UC Davis: Proposals will be accepted from members of the UC Davis faculty.  See Appendix 2 for application and instructions.

Only those proposals selected by both FAPESP and UOIP will be funded.

Deadline for submission of proposals:  July 1, 2013 (the deadline was postponed from the original date: May 15, 2013)

APPLICATION AND INSTRUCTIONS FOR BRAZILIAN RESEARCHERS
FAPESP-UOIP/UC DAVIS CALL FOR PROPOSALS 2013

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between the São Paulo Research Foundation (FAPESP), Brazil and University of California, Davis (UC Davis), United States of America.

1. Introduction

FAPESP and University Outreach and International Programs at the University of California, Davis (UOIP/UC Davis) make public this Call for Proposals and invite interested researchers affiliated with the University of California, Davis and researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, to submit research proposals for the exchange of researchers between the State of São Paulo, Brazil and California, USA, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for the collaboration of researchers from the State of São Paulo, Brazil and from UC Davis, California, within the scope of the Scientific Cooperation Agreement between FAPESP and UC Davis. This Call for Proposals is being announced simultaneously by FAPESP and UC Davis.

3. Eligibility

3.1 Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1.1. By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs). Co-Principal Investigators of ongoing Thematic Projects or CEPIDs/RIDCs are also eligible to apply.

3.1.2. By UC Davis: members of the University of California, Davis faculty with PI status.

3.2 Proposals should include the names of the collaborating researchers from both the State of São Paulo and University of California, Davis and clearly state the mutual benefits of the collaboration.

4. Fields of knowledge

The present Call invites Research Proposals in the Humanities and Social Sciences.

6. Duration of the project for the exchange of researchers

The activities foreseen in this project should start while the researcher holds a FAPESP research grant or is co-PI of an ongoing FAPESP research project related to the activities of this Call for Proposals. The maximum duration of each project is 24 months.

7. Funding principles

7.1 FAPESP will provide funding of up to US$10,000.00 per proposal and per year and the University of California, Davis will provide funding of up to US$10,000.00 per proposal and per year, for the period established in the award (24 months maximum), to cover reasonable research-related expenses including mobility expenses, as set out below and under the provisions of item 3 of the Agreement between FAPESP and UC Davis (www.fapesp.br/en/7562)

7.2 FAPESP will provide the selected proposals travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo, Brazil to further collaborations with UC Davis.

7.3 UC Davis will provide the selected projects with travel (air tickets), health insurance and living allowances for researchers from UC Davis to further collaborations with the State of São Paulo, Brazil.

7.4 Each Party will commit up to the equivalent of US$ 50,000 per year in the present call.

8. Proposal characteristics

Each proposal, submitted in English with one copy sent to the University of California, Davis and another copy to FAPESP, shall contain:

8.1 Research Proposal form and Researcher’s Registration form.

8.2 Summary of the CV of the Principal Investigators and candidates for the exchange activities on both sides, FAPESP and UC Davis (bio sketch instructions at www.fapesp.br/en/6351).

8.3 Budget worksheets specifically designed for this Call (please enclose detailed budget according to FAPESP standards – worksheet available for download at www.fapesp.br/chamadas/ucdavis/budget_worksheets.xlsx).

8.4 Research project, one single document (maximum 5 pages) of scientific content, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing or proposed project of the PI in UC Davis, USA will benefit from the exchange;

8.4.4 Description of each researcher and institution involved from the State of São Paulo and the University of California, Davis;

8.4.5 Description of the expected academic gains for the ongoing project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the host institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in São Paulo, Brazil and in California, USA, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo, Brazil and in California, USA, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.4.9 Timeline of each mission, provided that the total amount of missions per year does not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.10 Official document stating the formal commitment of the UC Davis participant, guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director);

8.4.11 Official document stating agreement with the provisions of item 6 of the cooperation agreement, related to “Confidentiality and Publications” and “Intellectual Property and Protection of Results”, respectively.

9. Submission of proposals

9.1 The same proposal must be submitted, before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo and to the University of California, Davis, by the Principal Investigator from California, USA.

9.1.1 The Research Proposal, described in item 8.4 must be in the form of one single maximum 5 pages document written by the PI in the State of São Paulo and the PI from UC Davis;

9.1.2 Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe);

9.1.3 Submissions to UC Davis should be in digital format, following the Proposal Submittal Instructions outlined on Appendix 2 of the Call for Proposals.

9.1.4 Proposals not received by both parties before the deadline or not in conformity to the specifications herein will be reviewed in the following cycle, provided sufficient funds remain available.

9.2 Each Party will select the proposals according to their own procedures and only the proposals selected by both Parties will be funded.

9.3 No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or UC Davis.

9.4 Submission must be sent to:

9.4.1 FAPESP: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/UCDavis 2013” written on the envelope.

9.4.2 UC Davis: all proposals should be sent to UOIP via email attachment to Jennie Konsella-Norene at jknorene@ucdavis.edu.

9.5 Proposals submitted by any other means will not be accepted.

10. Analysis and selection

10.1 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director.

10.2 The process of analysis, qualification and selection of the proposals received at UC Davis will be carried out by a selection committee appointed by the University Outreach and International Programs office.

10.3 The proposals will be pre-qualified and, subsequently, reviewed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.

10.4 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and the UOIP, UC Davis web portals and by means of a communication to the interested parties.

12. Contract for selected projects

The selected proposals will be the subject of a research grant to be signed by FAPESP and the Principal Investigator in São Paulo and an agreement between the Principal Investigator and UC Davis, in Davis, California.

13. Grant cancellation

FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.

APPENDIX 2
APPLICATION AND INSTRUCTIONS FOR UC DAVIS FACULTY
2013 

FAPESP-UOIP/UC DAVIS Joint Call for Proposals 2013

University Outreach and International Programs (UOIP) and Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) request proposals for seed grants that will strengthen collaboration in mutual areas of interest.  The program will fund joint research projects in the humanities and social sciences that foster new initiatives and activities related to:

  • International research, education, and academic outreach.

FAPESP and UOIP/UC DAVIS will each provide funding of up to $10,000 per proposal, per year. The maximum duration of each project is 24 months.

Preference will be given to proposals that:

  • Strengthen international collaboration in the humanities and social sciences;
  • Foster interdisciplinary collaborations;
  • Build new partnerships;
  • Support activities that can be sustained beyond the seed grant;
  • Offer promise for additional funding or support.

Eligibility:

UC Davis – Proposals will be accepted from members of the UC Davis faculty with PI status.

Brazil – Proposals will be accepted from researchers from public and/or private institutions of Higher Education and research institutions in the State of São Paulo.

Proposals for the same collaborative project must be submitted simultaneously. Brazilian researchers apply to FAPESP following their procedures; UC Davis researchers apply to UOIP following their procedures.  Each party will select the proposals according to their own procedures.

Only those proposals selected by both FAPESP and UOIP will be funded.

Deadline:

Successful proposals will be notified by July 15, 2013.

2. Proposal (up to 5 pages), including these elements:

  • Detailed activity description specifying how collaboration will occur;
  • Description of the benefits of the international collaboration;
  • Proposed budget with accompanying narrative;
  • Indication of how the educational program or activity will be sustained;
  • Documentation of matching support, if any.
