FAPESP-CALDO CALL FOR PROPOSALS 2013

Public Call for Proposals for the support of research projects involving the Exchange of Researchers under the Scientific Cooperation Agreement between The São Paulo Research Foundation (FAPESP), Brazil and The Consortium of Alberta, Laval, Dalhousie and Ottawa Universities (CALDO), Canada

1. Introduction

FAPESP and CALDO make public this Call for Proposals and invite interested and eligible researchers affiliated with CALDO member universities in Canada and eligible researchers affiliated with Higher Education and Research Institutions in the State of São Paulo, who are, in addition, Principal Investigators of ongoing research projects funded by FAPESP to submit research proposals for the exchange of researchers between the State of São Paulo and Canada, under the terms and conditions hereinafter set forth.

2. Purpose

The purpose of this Call is to define the conditions for submission of proposals for exchange of researchers in the State of São Paulo, Brazil and from CALDO member universities in Canada within the scope of the Scientific Cooperation Agreement between FAPESP and CALDO. This Call for Proposals is being announced simultaneously by FAPESP and CALDO.

3. Eligibility

Researchers regarded as eligible to submit proposals within the scope of this Call are:

3.1 By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the support lines: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs) and co-Principal Investigators of Thematic Projects and CEPIDs/RIDCs.

3.2 By CALDO:   Principal Investigators working at the CALDO universities and affiliated hospital-based research institutes.

4. Fields of knowledge

The present Call invites Research Proposals in all fields of knowledge.

6. Duration of the project for the exchange of researchers

The activities foreseen in this project should start while the Brazilian researcher holds a FAPESP research grant related to the activities of this Call for Proposals. The maximum duration of each project is 24 months, non-extendable.

7. Funding principles

7.1  FAPESP will provide funding of up to the equivalent of Ca$12,500, in Brazilian money (Real $), per two-year project and CALDO institutions will provide funding of up to Ca$12,500 per two-year project, for the period established in the award, to cover mobility expenses and other research-related expenses, under the provisions of item 3 of the Agreement between FAPESP and CALDO (www.fapesp.br/6920 and www.fapesp.br/en/6921)

7.1.1 FAPESP will provide the selected proposals with funds for travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo that will visit the CALDO member universities in Canada.

7.1.2 CALDO institutions will provide the selected projects with funds for travel (air tickets), health insurance, and living allowances for researchers from CALDO member universities visiting the State of São Paulo.

8. Proposal characteristics

Each proposal, submitted in English, shall contain:

8.1 Research Proposal form and Researcher’s Registration form (completed by Brazilian proponents only).

8.2 Summary of the CV of the Principal Investigator and the researchers that will participate in the missions in the State of Sao Paulo and in Canada (bio sketch instructions at www.fapesp.br/en/6351).

8.3 Detailed budget and justification.  (A budget worksheet specifically designed for this Call is available for download at www.fapesp.br/chamadas/caldo/budget_worksheets.xlsx).

8.4 A description of the research project with a maximum of five (5) pages, including the following items:

8.4.1 Summary of the project to which the proposal is related, including current and expected results;

8.4.2 Description of which lines of activity of the ongoing project of the PI in São Paulo related to the proposal will benefit from the exchange;

8.4.3 Description of which lines of activity of the ongoing project of the PI in Canada will benefit from the exchange;

8.4.4 Names of the researchers from both the State of São Paulo and in Canada;

8.4.5 Description of the expected academic gains for the project as a result of the proposed cooperation, emphasizing their singularity and specificity;

8.4.6 Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;

8.4.7 Description of infrastructure and financial resources available for developing the research project in State of São Paulo and in Canada, excluding the mobility expenses requested in the proposal;

8.4.8 Actions to add to the impact of the exchange in the research activity in the State of São Paulo and in Canada by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;

8.4.9  Timeline of each mission, provided that the total amount of missions per year do not surpass the funds stipulated in the seventh clause of this call for proposals;

8.4.10 Official document (e.g., Letter of Support) stating the formal commitment of the CALDO institution to guarantee the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).    

9. Submission of proposals

9.1  Each proposal must be submitted, before the deadline specified in section 5, both to FAPESP by the Principal Investigator from the State of São Paulo and to CALDO by the Principal Investigator from Canada.

9.2  The Research Proposal, described in item 8.4 must be in the form of one single 5 page document written by the PI in State of São Paulo and the PI in Canada.

9.3  Submissions to FAPESP must be in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules. Submissions to FAPESP can only be accepted in paper, via mail (not through the on-line system SAGe).

9.4  Submissions to CALDO must be sent electronically in a PDF format to the CALDO Lead for this Call and copied to the relevant CALDO member correspondent in Canada (See Section 13.2 below).

9.5  Proposals not received by both Parties before the deadline or not in conformity to the specifications herein will not be reviewed.

9.6  No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless they are explicitly and formally requested by FAPESP or CALDO.

9.7  Submissions must be sent to:

9.7.1 On the FAPESP side: all proposals either related to grants processed via FAPESP’s electronic system (SAGe), or not, shall be sent to FAPESP in paper copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/CALDO 2013” written on the envelope.

9.7.2 On the CALDO side: all proposals shall be sent by email to the CALDO Lead for this Call and copied to the relevant CALDO member correspondent in Canada (See Section 13.2 below).

9.8  Proposals submitted by any other means will not be accepted.

10.  Analysis and selection

10.1 Each Party will analyze and select the proposals according to their own procedures.

10.2 Only the proposals selected by both Parties will be funded.

10.3 The process of analysis, qualification and selection of the proposals received at FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director.

10.4 The process of analysis, qualification and selection of the proposals received at CALDO will be carried out through internal processes established by each CALDO member institution.

10.5 The Joint Committee made up of representatives from FAPESP and CALDO will make final decisions regarding the projects to be funded.

10.6 Proposals which do not comply with the terms of this Call for Proposals will be considered “not qualified”.

11. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and CALDO (www.caldo.ca) web portals and by means of communication with all applicants.

12. Contract for selected projects

The selected proposals will be the subject of two research grants, one to be signed by FAPESP and the Principal Investigator in São Paulo and the other to be signed by the specific CALDO member institution and its Principal Investigator in Canada.
