Guidance to researchers based in the state of Sao Paulo

The cooperation agreement between FAPESP and UK Research and Innovation (UKRI) from the United Kingdom aims to support the development of joint research projects proposed by researchers from research institutions in the United Kingdom and in the State of São Paulo, Brazil.
Joint research proposals may be submitted at any time (responsive mode submission) to FAPESP by the PI from the state of São Paulo, and till the deadline to the chosen Research Council by the PI from the United Kingdom. The UKRI, on behalf of both institutions, conducts the merit review process according to their rules and deadlines.
1. Fields of Knowledge covered in this funding opportunity
This funding opportunity will accept proposals in all fields of knowledge. The UKRI Research Councils are divided in fields of knowledge, as follows:
i. AHRC: Arts and Humanities Research Council
ii. BBSRC: Biotechnology and Biological Sciences Research Council
iii. ESRC: Economic and Social Research Council
iv. EPSRC: Engineering and Physical Sciences Research Council
v. MRC: Medical Research Council
vi. NERC: Natural Environment Research Council
vii. STFC: Science and Technology Facilities Council
2. Funding
2.1. FAPESP will fund the research team from the state of São Paulo and the UKRI will fund the research team from the UK. The budget requested to FAPESP should be prepared based on the norms of the chosen FAPESP support opportunity, with the exceptionalities described in item 3.
2.2. Applicants do not need to request the same values to both agencies. The difference in values should reflect the items covered by each agency and local prices. It is expected that the proposals show a balanced partnership not specifically in monetary terms, but equivalent impairment research effort from each of the two branches.
2.3. In the UK the research costs are estimated to FEC - "Full Economic Costs", as defined below by UKRI:
"FEC is defined as 'a cost that is measured by the full program of an organization, the total cost would reflect (direct, indirect and total), including recurrent and adequate investment in the organization's infrastructure.' Applicants should demonstrate the full economic costs of the project, regardless of who is funding. The costs may include the institution's facilities, property, direct costs and indirect costs. FEC costs should also include expenditure figures for salaries of the research team, including faculty and staff, in proportion to the weekly hours devoted to the proposed project. Individual forms of each funding agency will provide more information on this subject. According to the UKRI policy, the UK councils will contribute up to 80% of the FEC."
Warning: Please note that the budget requested to FAPESP must be prepared based on the norms of the chosen FAPESP support opportunity, and does therefore not include several of the items mentioned above that can be financed by UKRI.
3. FAPESP Support Opportunity
3.1. Funding of FAPESP will be through Regular, Thematic or Young Investigator Research Grant and follow all the norms regarding the chosen support opportunity, except for the following considerations:
i. Regular Grant: Auxílio à Pesquisa Regular
Exceptionally under this agreement, proposals for Regular Research Grant may be funded for a period of up to 4 years, and stipulate a maximum budget of up to R$150 thousand per year. The final budget should include scholarships and exclude overheads costs.
ii. Thematic Grant: Auxílio à Pesquisa Regular
iii. Young Investigator Grant: Auxílio à Pesquisa Jovem Pesquisador
3.2 Exceptionally under this agreement, proposals for Regular Research Grant, Thematic Grant and Young Investigator Grant may have a duration of up to 4 years.
4. Eligibility for submission of proposals
4.1. Joint proposals must involve researchers eligible by both FAPESP and the UKRI. The PI from the state of São Paulo must therefore consult FAPESP to obtain an Eligibility Letter that will have to be attached to the application at submission by the PI from the UK.
4.2. Eligibility queries from the PI from the state of São Paulo must be sent to ukri-agreement@fapesp.br, containing the following information in either Portuguese or English:
i. Curricular Summary of the PI from the state of São Paulo (as described in www.fapesp.br/6351)
ii. Chosen FAPESP support opportunity (Regular, Thematic or Young Investigator Research Grant)
iii. Duration of the proposal
iv. Time devoted to the project by the PI from the state of São Paulo (hours/week)
v. Name and Institution of the PI from the UK.
vi. Title of the proposal
vii. Budget to be requested to FAPESP, in R$
viii. Chosen UKRI Research Council
4.3. FAPESP will not reply to queries about UKRI eligibility.
Important: Eligibility queries will be answered within a period of up to 14 working days upon receipt of the e-mail.
5. Proposal submission to FAPESP
5.1. The research project must be conceived and written in English by the PIs from the state of São Paulo and the UK and must follow the guidelines of the chosen UKRI Research Council. This research project must contain a clear and objective description of the planned collaboration (distribution of tasks and implementation methods), as well as what is expected to be gained from the collaboration.
5.2. The full proposal must be submitted by the PI from the state of São Paulo to FAPESP through the SAGe system, containing the research project and all other documents requested in the “Documents” tab.
5.3. It is necessary to access the SAGe system in English to submit the application in English. The specific path is: New Proposal > Cotinuous Funding Stream > + Other Funding Line > Agreements > UKRI - UK Research and Innovation > UKRI - (…).
Important:
1.It is necessary that the PI from the United Kingdom and all co-PIs from the state of São Paulo are registered in the SAGe system and confirm their participation in the proposal.
2. After completing the SAGe form and submitting the proposal to FAPESP, the PI from the state of São Paulo must generate a PDF copy of the complete application. This PDF will be the FAPESP form to be included in the applications submission by the PI from the UK the chosen Research Council.
6. Analysis and selection
6.1. The UKRI, on behalf of both institutions, conducts the merit review process. FAPESP nominated Ad hoc Reviewers participle in the peer review and decision making process throughout.
6.2. Monitoring of the proposal review stage must be requested by the PI from the UK with the specific UKRI Research Council.
6.3. As pointed out by the UKRI, reconsideration requests or new analysis of already rejected proposals, even if reformulated, are not permitted. However, proposals that are rejected at FAPESP’s eligibility checks may request reconsideration within 7 calendar days to FAPESP.
6.4. Considering the UKRI review time, the submission of another proposal for other FAPESP opportunities will be authorized by the same PI or co-PI. However, if a proposal is approved under this call, concurrency and hours dedicated to the project will be considered.
Specific instruction about SAGe
1. It is necessary that the PI from the United Kingdom and all co-PIs from the state of São Paulo are registered in the SAGe system and confirm their participation in the proposal.
(i) Researchers who do not have a SAGe registration must initially do so by accessing the SAGe page at www.fapesp.br/sage, clicking No registration? and filling in the requested data. It is not enough to just register as a user. After accessing the system it is necessary to complete the mandatory registration data, marqued with “*”.
(ii) Researchers already registered must login to SAGe with their usual identification and password to access the system.
2. When submitting the proposal, pay attention to the mandatory completion of all items marked with *. It is necessary to submit the proposal at the end. A saved proposal does not mean that it is a submitted proposal.
3. In case of doubts, on the SAGe home page there is a the link to the Manuals that can be used and, on the Manuals page, seek clarifications in the list Manuals de Apoio aos Pesquisadores. The system also provides an English version with manuals for user registration and confirmation of participation in proposals.
IMPORTANT: It is strongly recommended to complete and submit the proposal in the system well in advance and that the researcher periodically checks the pending proposals using the "Validate" option in SAGe. This can be done repeatedly as the proposal is constructed, allowing all necessary arrangements for submission to be made on time. When selecting the “Validate” option, the SAGe system will present the pending issues that impede the submission of the proposal considering the items that were inserted. In case of doubts about the use of SAGe, in addition to the Manuals, FAPESP also provides assistance through the Converse with FAPESP service at converse.
