Guidelines for the Submission and Selection of São Paulo Excellence Chairs (SPEC) Grant

Current guidelines as from July 16th, 2025.

1) Purpose and characteristics (back to index)

The São Paulo Excellence Chairs (SPEC) Grant aims to foster the association of distinguished foreign researchers to qualified higher education and research institutions in the state of São Paulo, Brazil.

The distinguished foreign researcher must be assigned to a Chair in the Host Institution (visiting scholar as full professor) and will act as the Principal Investigator of the project submitted to FAPESP.

The research project that will be developed during the term of the SPEC Grant follows the guidance of the Thematic Projects. These are distinctive due to the nature, boldness, and scope of proposed research activities, and in the experience required from the Principal Investigator in the field of the project. The project must involve a team of several investigators, often from different departments or institutions, to obtain scientific or technological results that greatly push the boundaries of knowledge.

The Chair holder must stay at the Host Institution for at least 12 weeks per year (not necessarily consecutive) for a commitment of at least three and up to five years, concomitant to the duration of the project.

The funding offered by FAPESP is regulated by the rules described below and, in case of omission, by the rules of Thematic Project Grant, available at fapesp.br/en/thematic.

Not less than 36 months and up to 60 months, with the possibility of a 12-month extension in exceptional conditions and justification accepted by FAPESP. Under no circumstances will additional extensions be authorized. The SPEC Grant is not renewable.

Applications may be submitted to FAPESP accordingly to each annual Call.

4) Definitions (back to index)

a) Principal Investigator (PI): the Chair holder is the researcher who is responsible for preparing and submitting the proposal and for the scientific and administrative coordination of the project if approved by FAPESP.

b) Co-Principal Investigators (Co-PIs): are part of the research team, indicated by the Principal Investigator, with an excellent research history and with essential and specific roles within the project. The Co-PIs need to be approved as such by FAPESP, and may receive Fringe Benefits.

c) Host: One of the Co-Principal Investigators (Co-PI) of the proposal, is the researcher from the Host Institution who assists the Principal Investigator in the preparation and submission of the proposal and is also responsible for the administrative coordination of the project if approved by FAPESP. The Host need to be approved as such by FAPESP, and may benefit of Fringe Benefits.

d) Associate Researcher (AR): part of the team of researchers, being indicated by the Principal Investigator, to collaborate in the project; their names must be approved by FAPESP.

e) Host Institution: is the institution that hosts the research project and where the Principal Investigator will be based. The Host Institution must formally commit to provide the necessary support infrastructure to the project, which includes ensuring the safety and access to materials and equipment infrastructure to be used by the project.

5) Application requirements (back to index)

5.1) Principal Investigator, Co-Principal Investigators and Host

a) They have no pending responsibilities with FAPESP (i.e., issuance of reviews and return processes, delivery of Scientific Report and Financial Report). Proposals for which the PI has unfulfilled responsibilities with FAPESP, which are overdue by more than 60 (sixty) days, will not be reviewed.

b) They must hold a PhD or equivalent title.

c) They need to demonstrate an outstanding and internationally competitive research record.

d) They should inform if the proposal has been submitted to any other funding body and whether the applicant has other current grants for similar research.

e) The Principal Investigator must have an active institutional affiliation (cannot be retired) with a foreign education or research institution, during the whole period of the grant. The association with the Host Institution as follows:

e.1) The Principal Investigator (SPEC holder) must demonstrate an association with the Host Institution in the state of São Paulo, with a commitment to spend at least 12 weeks per year for the duration of the research grant at the Host Institution (the 12 weeks do not need to be consecutive).

f) The Co-Principal Investigators must have a formal employee relationship with a Research Institution in the state of São Paulo that is the same or different from the Institution proposed to host the project.

f.1) Accreditation on a postgraduate program at the Host Institution does not configure employee status nor does it waive this requirement.

f.2) FAPESP might accept, under certain conditions, an affiliation that does not configure employee status. This association, however, must be robust in terms of commitment to the academic activities of the Research Institution of the State of São Paulo. In such cases, prior to the submission of the proposal FAPESP's Scientific Directorate should be consulted, via the channel “Converse com a FAPESP”, informing:

f.2.1) the nature of the institutional association;

f.2.2) number of hours per week dedicated to research, which is implied in this association;

f.2.3) the associated source of funding;

f.2.4) the duration of such association.

f.3) Retired Teachers associated with an Institution in the state of São Paulo, public or private, must inform that they are so and present, at the time of the submission, a document demonstrating the nature of the institutional association.

g) The Host must have a formal employee (cannot be retired) of the Host Institution.

h) The Host must be a very qualified researcher presenting regular scientific publications of high quality and demonstrating experience in leading independent scientific projects (either FAPESP or from other Funding agencies) and in supervising both graduate students and post-doctorates.

i) The Host must demonstrate that the host institution has laboratory facilities or equivalent that guarantees the initial conditions for the Principal Investigator to develop the SPEC program.

j) The Host and the Co-Principal Investigators must explicitly declare that they are aware of and agree to the terms of the proposal and the responsibilities they will have in the project.

5.2) Host Institution (back to index)

The Host Institution must offer support at least for:

a) Costs of the salary of the Chair holder.

b) Salary will be at least commensurate with a Full Professor position at the Host Institution.

c) Full administrative and support to the Chair holder for the implementation of the research project awarded by FAPESP.

d) Access to all facilities of the Host Institution necessary for the development of the research project awarded by FAPESP.

e) Inclusion of the Chair holder among the professors eligible to supervise post-doctorates supported by the Host Institution.

f) Acknowledge the infrastructural needs demanded by the project, according to the information declared in the document: “Anexo II - Informação aprovada pela Instituição Sede sobre a infraestrutura institucional”.

6) Required conditions and obligations (back to index)

6.1) Principal Investigator

For the duration of the Grant, the Principal Investigator must meet the following conditions and obligations:

a) Remain with no pending responsibilities with FAPESP (i.e., issuance of reviews and return process, delivery of Scientific Report and Financial Report). Noncompliance will lead to blocking the PI's funding.

b) Be aware of all rights, responsibilities, and obligations specified in the Grant Contract.

b.1) Noncompliance with the rules and the terms specified in the Grant Contract may imply the cancellation of the Grant and the obligation to return funds already disbursed by FAPESP, in updated amounts.

c) Make all arrangements to ensure the success of the approved research project.

d) Consult FAPESP before accepting any financial support from any other funding entity, whether public or private, for the execution of the research project related to the Grant awarded.

e) Provide, free of charge, Grant/Fellowship reviews in their field of knowledge and within the deadlines stipulated, when requested by FAPESP.

f) Do not modify the project (initial plan, dates, etc.) without the prior consent of FAPESP.

g) Submit Scientific Reports and Financial Reports within the deadlines specified in the Grant Contract, accompanied by the required documentation.

h) Refer to FAPESP's support in theses, papers, books, conference abstracts and any other publication or form of dissemination of activities resulting, completely or partially, from a Grant and Fellowships from the Foundation, as foreseen in the specific clause of the Grant Contract and described in fapesp.br/11789.

i) If the research project funded by FAPESP has also been awarded financial support from any other public or private source, the researcher is obligated to inform and make reference to the support, with direct indication of its source, in all forms of dissemination mentioned in the previous item.

j) Take the necessary steps to ensure that, through the service offered by the Host Institution, the full texts of the papers or other types of scientific communication resulting (in whole or in part) from the project funded by FAPESP and published in international journals are made available in an institutional repository of scientific works, in accordance with the open access policy of each journal, as soon as the manuscripts are approved for publication, or in the shortest time compatible with the restrictions of each journal, and in any case no later than 12 months from the date of publication. k) Verify, in a timely manner, whether the execution of the project produces or could potentially produce results, in whole or in part, which might be the object of protection by Patent of Invention, Utility Model, Industrial Design, Software or any other form of protection of Intellectual Property rights, subject to FAPESP's Intellectual Property Policy, available at fapesp.br/17939.

l) Be aware of and respect the guidelines contained in FAPESP's Code of Good Scientific Practices, available at fapesp.br/boaspraticas.

m) Ensure that the data generated during the project is properly managed.

n) Always use the updated versions of the rules, forms and procedures, available at fapesp.br and sage.fapesp.br.

6.2) Co-Principal Investigators and Host (back to index)

For the duration of the Grant, the Co-Principal Investigators must meet the following conditions and obligations:

a) Take all necessary actions assigned to him/her in the approved research project to ensure its success.

b) Provide, free of charge, Grant/Fellowship reviews in his/her field of knowledge and within the deadlines stipulated, when requested by FAPESP.

c) Consult FAPESP, through the Principal Investigator, before assuming commitments that require your absence from the Host Institution for a period exceeding 90 days, according to the instructions of Portaria CTA nº 74/2023, available at fapesp.br/16110.

d) To consult FAPESP, through the Principal Investigator, before accepting any financial support from any other funding body, whether public or private, for the execution of the research project.

e) Refer to FAPESP's support in theses, papers, books, conference abstracts and any other publication or form of dissemination of activities resulting, completely or partially, from a Grant and Fellowships from the Foundation, as described in fapesp.br/11789.

f) To ensure, in coordination with the Principal Investigator, the adequate protection of intellectual property rights that may result from the project supported by FAPESP.

g) To ensure, in coordination with the Principal Investigator, adequate management of data generated during the project.

6.3) Host Institution (back to index)

For the duration of the Grant, the Host Institution must meet the following conditions and obligations:

a) Ensure that the researcher and the group of researchers participating in the project receive all the institutional support necessary for its realization, as previously agreed with the Principal Investigator.

a.1) Particularly, the researcher and the research group participating in the project shall be provided with physical space for the proper installation and operation of equipment, permission to use all facilities (laboratories, computer networks, libraries, databases, etc.), and access to all services (laboratory, administrative, import technicians, etc.) available at the Institution and relevant to the execution of the project.

b) To reimburse FAPESP for the entire investment made if the completion of the project is hindered or made unfeasible due to noncompliance with the previous item and without prior consent from FAPESP.

c) Be aware that non-compliance with the institutional support described in items “a” and “a.1” above and in the Grant Contract may hinder future requests submitted to FAPESP by researchers from the Unit.

d) Provide a support service rendered by the Institution's libraries, aimed at managing, guiding researchers, indexing, and making available in the institutional repository the full texts of papers or other types of scientific communication resulting from research and projects partially or fully supported by FAPESP and published in international journals. The Policy for Open Access to Publications Resulting from FAPESP Grants and Scholarships is available at fapesp.br/12632.

e) Be aware that the Research Overhead - Institutional Research Infrastructure is intended to support the collective research infrastructure that benefits the research projects supported by FAPESP in the Unit, according to the Application Plan to be approved by the highest collegiate body of the Unit and submitted to FAPESP. The rules for the application of the Research Overhead - Institutional Research Infrastructure are available at fapesp.br/rti.

7) Restrictions (back to index)

It is prohibited for the Principal Investigator to:

a) To carry out more than one SPEC at a time.

a.1) The Principal Investigator may submit a new proposal for a SPEC while she/he leads an ongoing SPEC. If this new proposal is approved, it will come into effect only when the previous SPEC is satisfactorily completed. Only in exceptional circumstances, FAPESP will approve a new SPEC, in another thematic, for a previous SPEC holder PI.

a.2) To be the Co-Principal Investigator in another FAPESP Grant under the following support opportunities: SPEC, Thematic Project, CEPID, CPE/CPA, PITE, or in Calls for Proposals when this condition is explicitly stated in the respective notice.

b) Incur expenses outside the duration of the Grant Contract.

c) Modify the approved research project (initial plan, dates, etc.) without prior consent of FAPESP.

d) Use FAPESP funds for any purpose other than those approved, except under the conditions available at fapesp.br/17938.

e) Make financial investments with project funds.

f) Allocate funds granted to the project for hiring:

f.1) Any individual (natural person) with whom she/he is linked by marriage, stable union or kinship ties of affinity or consanguinity. In the latter case including ascendants, descendants or collateral relationships up to the 4th degree.

f.2) Any Legal Person (corporate entity) that has as partners the grantee herself/himself, her/his spouse, her/his relatives by affinity or by consanguinity. In the latter case including ascendants, descendants or collateral relationships up to the 4th degree.

f.3) Under no circumstances, a natural or legal person with whom the grantee has a business relationship, debt or credit.

g) Receive Fringe Benefits in more than one process. This restriction also applies to Co-Principal Investigators.

h) Submit requests to FAPESP for Participation in Scientific Meeting Award, as she/he is already entitled to Fringe Benefits for this purpose. This restriction also applies to Co-Principal Investigators.

8) Fundable items (back to index)

The research project budget submitted to FAPESP must be detailed and each item must be specifically justified in relation to the objectives of the proposed project. It is recommended to read the Guidelines for the Use of Resources and Financial Reports, available at fapesp.br/normaspc.

Fundable items include:

8.1) Research project funding

a) Permanent Material acquired in the country and imported.

a.1) Multi-User Equipment: FAPESP will consider requests for acquiring large equipment under the Multi-User Equipment’s Program (MEU) only in exceptional and well-justified circumstances. After analyzing justifications, and if there is a recommendation to award equipment considered multi-user, the Principal Investigator will be instructed to open a new FAPESP process in the MEU modality to implement the equipment award. Rules and procedures for this submission can be found at fapesp.br/11195.

b) Consumable Supplies acquired in the country and imported.

c) Third-Party Services contracted in the country and abroad.

c.1) When the application includes costs to pay for third-party corporate entity services at the project’s Host Institution or Partner Research Institutions, the justification for this service must be detailed and itemized, including a breakdown of the cost of the requested service into consumable material, personnel and other. The respective Institution must bear all personnel costs. The cost of the service requested will be analyzed, including compatibility with other providers of similar services.

d) Funding for the visit:

d.1) Maintenance for the Principal Investigator according to the norms described in Portaria PR nº 35/2020 and the table of values available at fapesp.br/valores.

d.2) Once a year, transportation from the place of origin specified in the proposal to the place where the Principal Investigator will reside in the state of São Paulo, which may include:

d.2.1) Air or over-ground ticket, in economy class. Tickets must be purchased by the Principal Investigator and be included in the submitted budget.

d.2.2) Over-ground tickets or expenses including taxi or an individual transport service operator, from the Principal Investigator's residence to the departure airport and from the arrival airport at São Paulo to the place of residence in the state of São Paulo and vice versa on return. These expenses must be explicitly granted in the Grant Contract and in accordance with the Guidelines for the Use of Resources and Financial Reports, available at fapesp.br/17938.

d.3) Travel insurance, only for Principal Investigator coming from abroad, according to the current value.

e) Transportation Expenses and Daily Fees for activities directly linked to the proposed research, including for Visiting Researchers.

f) Fellowships as Associated Submission, according to the rules described at fapesp.br/17940, of the following types:

f.1) Post-Doctoral.

f.1.1) In the case of Post-Doctoral Fellowships granted as a budget item of the project, the selection process must be international and must be documented at the time of implementation of each Fellowship.

f.1.2) If the documents proving the completion of a public and international selection process are not presented at the time of nomination of the Fellowship recipient, the Fellowship will not be awarded by FAPESP.

f.2) Technical and Academic Training.

g) Grant for research infrastructure: in the initial request or when submitting the first Scientific Report, the Principal Investigator may request funds for minor refurbishments o provide the necessary infrastructure for the project's development. Such a request must be supported by a detailed justification and must be linked to an appropriate Host Institution match.

8.2) Research Overhead

a) Research Overhead consists of two parts:

a.1) Fringe Benefits, granted to Principal Investigator;

a.2) Direct Research Infrastructure Cost.

b) The Guidelines for the Use of Research Overhead Funds are available at fapesp.br/17937.

c) In addition to the Grant Research Overhead, the Research Overhead - Institutional Research Infrastructure will be awarded, according to the rules described at fapesp.br/rti.

8.3) Complementary Requests

Complementary Requests are those associated with the objectives of an ongoing SPEC, whose processing or treatment undergoes some modification as a result of this condition. Guidelines for submitting complementary requests are available at fapesp.br/17929. The concept applies to requests for Visiting Researcher Award, Publications Award, Participation in Scientific Meeting Award, Equipment Repair Award, and requests for regular Scholarships/Fellowships.

8.4) Non-fundable items

Salaries of any kind, non-technical and occasional third-party services, civil constructions resulting in increase in the constructed area and administrative services and materials are non-fundable.

Other prohibitions concerning the use of funds granted by FAPESP are specified in the Guidelines for the Use of Funds and Financial Reports, available at fapesp.br/17938.

9) Format for the submission of proposals (back to index)

SPEC Grant application must follow the coordination depicted in the Annual Call.

Requests for SPEC Grants must be submitted through the on-line system SAGe (“Sistema de Apoio à Gestão”), available at: sage.fapesp.br. Within SAGe (under the "Manuais" link), it is possible to find documents that explain how to register users, prepare and submit proposals for Grants, and request the registration of Institutions.

In order to submit a proposal, the Principal Indicator must be registered on the SAGe system. The information should be up to date and include a copy of the PI´s identification document.

Proposals will be reviewed in two phases:

a) Pre-Proposal for classification as SPEC Grant;

b) Full Proposal: for the classified proposals, the Principal Investigators will be invited, through a diligence opened by FAPESP in the process, to submit the Full Proposals.

9.1) Pre-Proposal

a) All fields in the proposal marked with an asterisk (*) in SAGe are mandatory.

b) The Host and Co-Principal Investigators who will be part of the team must be indicated in the "Project’s General Data" tab > "People Involved." In order to be indicated in the proposal, the Host and Principal Investigators must be registered in SAGe and confirm their participation in the project. It is not necessary, in the Pre-Proposal phase, to indicate the other team members, who can be included in the Full Proposal phase if the proposal is classified.

c) Curricular Summaries of the Principal Investigator, Host and the Co-Principal Investigators, prepared according to the instructions available at fapesp.br/6351.

d) Executive Summary (maximum of 5 pages) of the research project containing:

d.1) Title

d.2) Abstract

d.3) General lines of the research project and description of its relevance and potential impact in relation to the international state of the art in its focal theme. The plan must specifically justify, in terms of the complexity of the problems and/or their scale and potential scientific relevance, the support being requested and the potential five-year timeframe.

e) Budget to be requested from FAPESP, containing equipment and permanent materials, consumables, third-party services, scholarships, and other items requested. The budget must be filled out in the R$/US$ tab of the proposal in SAGe. The "Grand-Total - Requested Budget" includes the Direct Research Infrastructure Costs, Fringe Benefits, Overhead for Importation Costs, Research Overhead – Institutional Research Infrastructure, Scholarships, and the Technical Reserves for these Scholarships. Minor adjustments to the budget presented at this stage can be made in classified proposals.

f) Institutional Authorization Letter: a letter stating the commitment of the Institution in receiving the distinguished researcher as a SPEC holder and in paying the equivalent of 12 weeks’ salary per year for the duration of 5 years from the head of the Institution. The authorization letter must be signed by the Provost or Pro Rector.

9.2) Full proposal

In this phase, the following documents and informations must be presented within a maximum of three months after the opening of the diligence with the communication of the classification:

9.2.1) Team description

In addition to the Principal Investigator, Host and Co-Principal Investigator(s), the staff may include:

a) Associate Researchers;

b) Students;

c) Scholarship/Fellowship Recipients;

d) Technical support staff;

e) Administrative staff.

Staff members must be included in the proposal submission in SAGe, under the tab "Project’s General Data," in "People Involved." All team members must have an updated registration in SAGe, including a copy of their identification document.

9.2.2) Required documents

The following documents are required for the submission of the full proposal for a SPEC:

a) Research Project: The project should clearly state its objectives, characterize its originality, and be well-presented. It is expected that a project in the SPEC category will stand out from other categories by the nature, boldness, and scope of the proposed research activities.

The main body of the project should not exceed 25 pages, excluding annexes. The project must necessarily include the following information:

a.1) Description of team responsibilities. For each of the suggested Co-Principal Investigators and for the Principal Investigator, it will be necessary to succinctly describe their responsibilities in the project, explaining the scientific and technological challenges they propose to overcome to achieve the objectives.

a.2) Description of team activities. For each Associated Researcher, scholarship recipients, and non-scholarship student included in the team, it will be necessary to succinctly describe, in up to one paragraph, their activities in the project.

a.3) Project execution schedule.

b) Curricular Summaries of the Associated Researchers. The Curricular Summaries of the Principal Investigator, Host and each of the Co-Principal Investigators must have already been attached in the Pre-Proposal phase.

c) Results from previous grants: If the Principal Investigator has participated as Principal Investigator, Co-Principal Investigator, or as a beneficiary of other Grants or Scholarships granted by FAPESP, please submit a document containing their results, project titles, and process numbers from the last 5 years. If they have not participated in FAPESP Grants or Scholarships, please submit a document containing the following sentence: " The Principal Investigator has not received support from FAPESP in the last 5 years under the conditions defined in the guidelines."

d) Individual activity plans for each Post-Doctoral, Technical Training and/or Academic Training Fellowship requested.

d.1) It is not necessary to refer to the name of the fellowship recipient when sending the Grant proposal. If the Fellowship is approved, the Principal Investigator of the Grant must arrange a selection process for the fellowship recipients.

d.2) For each Technical Training and/or Academic Training Fellowship requested, the Activity Plan must be prepared according to the template available for download in SAGe. It must include the title and summary of the activity plan; intended objectives; work plan; justifications for choosing the Fellowship level and for the proposed activity plan.

e) Manifestation of the Head of the Host Institution, according to the model available for download at SAGe.

f) Information, approved by the Host Institution, concerning the institutional infrastructure, according to the model (Annex II) available for download from SAGe. This should contain a description of the institutional support and the infrastructure available and to be provided for the execution of the project, including:

f.1) Academic, administrative and technical support services at the Host Institution;

f.2) Facilities;

f.3) Personnel hired by the Host Institution to support the project.

This document, which must follow the model available for download from SAGe, must be signed by the Principal Investigator and by the Head of the Host Institution who has authority to guarantee the commitments contained therein, and will be attached to the Grant Agreement, if the proposal is approved.

g) Data management plan, prepared according to guidelines available at fapesp.br/gestaodedados. The document should contain up to two pages, indicating:

g.1) Which data will be generated by the project; and

g.2) How they will be preserved and made available, considering ethical, legal, confidentiality, and other issues.

h) Term of Acceptance of Transfer of Ownership of Materials by Assignment of Use and/or Donation, according to the model available for download on SAGe, in cases where if resources are granted under the permanent material item.

10) Authorizations required by law to perform the research (back to index)

It is responsibility of the Principal Investigator and the Host Institution to request, obtain and hold all legal and required authorizations for the proper execution of the project, which must be issued by the control and inspection bodies relating to the nature of the research, when so required.

If the proposal is approved, the Grant Contract will contain a clause requiring that the Principal Investigator and the Host Institution have such authorizations and demonstrate them to FAPESP whenever requested.

12) Review of applications (back to index)

12.1) Review process (back to index)

Applications sent to FAPESP for different types of support opportunities are reviewed using the peer review system (fapesp.br/analise).

The analysis of the proposal will take place in two stages:

a) Eligibility analysis of Pre-Proposals

b) Merit analysis of Full Proposals

12.1.1) Eligibility analysis of the Pre-Proposal (back to index)

In this phase, an advisory committee composed by the scientific advisor from FAPESP and a representative from the Host Institution will evaluate and verify that the requirements specified in section 5 and 9 of these guidelines are totally met. For the classified proposals, the Principal Investigators will be invited, through a diligence opened by FAPESP in the process, to submit the Full Proposals.

12.1.2) Merit analysis of Full Proposals (back to index)

At least three ad hoc reviewers will independently evaluate each full proposal, consisting of a research project and attached supporting documents in the SAGe system. At the end, the proposals will be selected based on the merit as per the reviewers’ opinions.

12.1.3) Project presentation and Interview (back to index)

After the complete evaluation of the proposal, an interview (in person or online) will be conducted with the Principal Investigator and the Host.

At the beginning of the interview, a presentation of the project of up to 15 minutes is expected. The interview aims to highlight the essential aspects of the project, its main challenges, and the key scientific advances expected. It also seeks to assess the institutional and infrastructure conditions necessary to successfully carry out the proposed project, and whether such conditions are guaranteed by the Host Institution.

12.1.4) Analysis and recommendation by the Scientific Advisory (back to index)

The Scientific Advisory analyze the proposals based on the reviews issued by ad hoc reviewers, issuing a recommendation to the Scientific Directorate. The Scientific Advisory are only responsible for the evaluation of proposals, which fall within their field of expertise.

12.1.5) Analysis and recommendation by the Advisors to the General Coordination (back to index)

The Advisors to the General Coordination examine the proposals and compare the Scientific Advisory recommendations with the reviews issued by the ad hoc reviewers. Any discrepancy is debated with the Scientific Advisory, and a final recommendation is issued to the Scientific Directorate.

Evaluations by the Advisors to the General Coordination take place separately for different major fields of knowledge.

12.1.6) Decision by the Scientific Directorate and analysis by the Executive Board and the Board of Trustees (back to index)

Based on the analysis of the Scientific Advisory and Advisors to the General Coordination, the Scientific Director makes the final decision. When there are doubts or there is a mismatch between the recommendations, the proposals are discussed with the Advisors to the General Coordination before the final decision is taken. The Scientific Director's decision is submitted for analysis by the Executive Board, which will deliberate ad-referendum of the Board of Trustees.

12.2) Appeals for reconsideration (back to index)

FAPESP guarantees to the applicant, upon submission of a well-founded reconsideration request for the initial decision, the right to a new review of the application. Reconsideration requests must be made in accordance with the guidelines described at fapesp.br/17928.

13) Scientific Reports (back to index)

a) Scientific Reports must be presented on the dates specified in the Grant Contract.

b) Partial and final Scientific Reports should be prepared according to the format available at fapesp.br/14194.

c) Scientific Reports must be submitted through SAGe system, as described in the "Submissão de RC" manual, which can be accessed in SAGe under the "Manuals" link. The document “Descrição Sucinta e Justificada do uso de Reserva Técnica e Benefícios Complementares” describing and justifying the expenses incurred with funds from Research Overhead and Fringe Benefits must be attached.

14) Financial Reports (back to index)

a) The Guidelines for the Use of Funds and on the Financial Report are available at fapesp.br/17938.

b) Financial Reports must be submitted on the dates specified in the Grant Contract. Guidance on submitting the Financial Report is available at fapesp.br/prestacaodecontas.

c) FAPESP allows the PI to appoint SAGe account users who support them in the preparation of the Financial Report. Detailed instructions on the preparation and submission of the electronic Financial Report, as well as on the indication of support users, can be found in the Researchers Support Manuals, available at the link "Manuals" at SAGe.

15) Changes to the award (back to index)

a) By signing the Grant Contract, the Principal Investigator officially acknowledges that the conditions and funds awarded by FAPESP are sufficient to enable the execution of the approved project, barring unpredictable circumstances.

b) For this reason, investigators are advised to sign the Grant Contract only after having assured themselves that the conditions, items and values of the budget approved by FAPESP are, under normal circumstances, enough to fully guarantee the successful execution of the project in question.

c) In the case of uncertainty, as accepting the grant, researchers are advised to tick the box "Solicito Mudanças" and immediately submit a well-founded change request, which will be analyzed by FAPESP.

d) Recognizing that in certain cases, after the initial award, there may be circumstances that affect the development of the project and require changes to the agreed conditions, FAPESP accepts that requests may be made to amend the Grant Contract, under the conditions detailed at fapesp.br/17926/.
